After 13 years of lucrative concessions on fiscal stamps and medicines, the Swiss company SICPA , which was convicted of corruption in Switzerland and forced to pay over 81 million francs in fines, is returning to Albania. Not to account, but to continue business, this time under the guise of an Arab company.
The Albanian government, instead of keeping a company with an international reputation for bribery and scandals at bay, opens the door behind it. A new company is created called ALBTrace CO , where the Albanian state, through the Securities Printing House, holds 51% of the shares, while 49% goes to a company from the United Arab Emirates; O&S Security and Solutions LLP.
But who is the O&S company? Documents show that 40% of it is owned by SICPA Middle East Investments itself , a branch of the same company that has benefited from the monopoly concession for 13 years in Albania. The rest is owned by a subsidiary of the Central Bank of Saudi Arabia. This is a classic scheme to regain control, without officially appearing at the center of the contract.
Meanwhile, the situation on the ground is alarming. Businesses that use fiscal stamps, especially those operating with excise goods, face an unprecedented stalemate at customs. Stamps are missing. Goods are stuck. Smuggling and evasion are flourishing. And the Ministry of Finance, with an empty announcement, says that stamp production will begin “within March.”
This is no longer just a story of corruption. It is a pure act of defiance against every tax-paying citizen, a shameful comeback of a failed monopoly, and a reward for a company that has been criminally convicted in its own country for international corruption.
