After the Socialist Party withdrew the amnesty law from the agenda because it could not get the votes it needed from either Basha's or Berisha's grouping, the two protagonists Bledi Çuçi and Ulsi Manja came to the assembly steps in front of the journalists.

According to the government, 700 convicts and 2,500 people on probation are expected to benefit from the amnesty, while 1,200 to 1,600 convicts can benefit from a reduced sentence.
