Azmer Dulevič, electrical engineer, spoke about the tragic explosion the day before in Lushnje, where two people, a father and a son, lost their lives while working in a metal silo.

Dulević says that certified people should work in the place where the explosion happened.

" The fact is that the bomb exploded. No one can deny this. But on the other hand, there are also conductors of medium voltage 35 thousand volts. If there had been high voltage, it would have been a disaster many times greater than what unfortunately happened. This is a fact that happened. An extremely serious event, where from the technical side all the rules of technical insurance were violated. The people who have to work, either with the pressure vessels or with the transportation of the cylinders and the welding of all in a row must be certified, they must be trained. They cannot be persons who also work privately, who are not qualified for that job.

So not everyone can work with pressure vessels with oxygen cylinders. On the other hand, it is not allowed to carry out works without obtaining permission from institutions such as OSHEE. 35 kilovolt is under OSHEE's responsibility to carry out work on metal silos. So here should be the main track. So who gave permission? Or was there no permission at all? I don't believe they were so naive as to give permission to such an unqualified staff to carry out work under the 35 kilovolt wires" , says Dulevič.


Dulevič adds that there is negligence on the part of the citizens regarding medium or high voltage lines.

"And it should definitely serve as an alarm bell. How many do we have in our country today, how many citizens have their houses or poles of medium or high voltage?! How many buildings do you have under the transmission network of electrical conductors? So all these should also serve for civic awareness. There is negligence on the part of the citizens regarding the part of the electrical network. As far as the citizens have told me on social networks, the rules of technical security are missing. This is an extremely big problem and I hope it will be clarified to the end so that such events do not happen again because the lives of citizens and residents are at risk. But also of these people who work in these conditions. In medium or high voltage, it is not allowed to be close at a distance of 6 meters. On the side from the pole, the radius should be 12 meters," adds the engineer.

Dulević makes his analysis on the cause of the explosion, suspecting more of a contact in the conductor part.

"At the time, the silo was all metal. Either it was built under the pillars, or I don't want to accept that that business was there and the pillars were placed afterwards. A thorough investigation should be done. Because those who built it agree that they are not from the field. But who allowed them? Who gave permission? And why haven't they prevented them? Many citizens also have houses and build them above the wires.

The state has concrete responsibility in the case in question. And I will be very curious when the expertise comes out. Was there permission? I suspect that he did not have permission for the work. How do you crane an oxygen cylinder down the conductors? It can only be exemplified by induction. So only from the electromagnetic field. Even without having contact at all, which I believe had contact with the conductor. But it could be the case and there was no contact with the conductor and it was explosive and exploded.

The bomb exploded. But I believe they are double-wear. It's not that they explode, they are coalesced. Those companies that use them are allied and do not explode in vain. It didn't rise and fall on a beautiful day. Because the crane has caught a metal part in the middle. But I believe there was a contact. Or the action of the magnetic field. I believe this less to be honest, but there was contact in the conductor part that proved fatal until the explosion of the canister that caused damage. If it were not for the canister, it would pose a danger only to the people who were in the crane. And there would have been no collateral damage. It was a metal shed. Were those employees trained there? " said Dulević.
