Criminology professor Ervin Karamuço spoke about the state of Albanian prisons, highlighting the problems of overcrowding, depreciation of buildings, and lack of investment.
According to him, many of the prisons do not meet minimum standards and continue to operate in problematic conditions, endangering the health of prisoners. Karamuço also focused on corruption and lack of maintenance, which according to him have further aggravated the situation in Albanian prisons.
" The Ombudsman, in addition to the annual report he has, also has the competence to issue a special report on issues he considers important, and this was a special report due to the need for reorganization.
The penitentiary system in the Republic of Albania suffers from corruption, in addition to a lack of infrastructure.
The one in Burrel was a prison, became a museum, and became a prison again. It has been closed and reopened. It is uninhabitable and endangers the life and health of a convict.
"Mine Peza and Jordan Misja are unacceptable in terms of standards. In Mine Peza, there are mice on the first floor. Thank goodness they removed the women and took them to Pojska, where a good investment has been made, but it is very cold ," he said when invited this Tuesday on the Now show with Erla Mëhilli.
Karamuço stated that three years ago there was a big master plan to eliminate pre-trial detention. There were 2,000 people at capacity.
" So, all of them are part of the annual budget economization. We have the biggest problems with depreciation and with these new ones. We have built the prison in Peqin, Fushë-Krujë, Korçë, they are prisons that have almost the same shape. The budget for maintenance destroys the budget.
Overcrowding destroys prisons. Ten years ago we had prisoners, but not as many as we have today. All of Europe has overcrowding, but in addition to overcrowding, it also respects other standards due to the need that has been created. We do not do this yet.
"We have problems with corruption, depreciation, maintenance, and old prisons that should have been closed on time ," he said.
