Fiks Fare denounced on Friday evening that the residents of the village of Vreshtan in Elbasan have privately paid to have their sewage canals built, despite the fact that the road was being paved by a firm that won the tender.
Residents paid 210 thousand new lek to purchase sewage pipes and open canals.
The Fiksit group traveled to the Shushicë Administrative Unit in Elbasan, after 5 families approached the show because a road is being built in that village, financed by the Municipality of Elbasan. The residents complained that they had paid money privately. They said that the company that went to build the road told them that sewage was not foreseen in the project and if they want to do it, they would have to buy it all themselves.
"We paid 57 thousand lek for the pipes that were laid under the road. We paid 150 thousand new lek to the company's employees to open the channels under the road and make the paving. We quickly went to buy them, because where are we going to throw the sewage? There are manholes here on the road, but they asked us for lek. We paid them because we had nothing else to do," said the residents.
According to them, the company that went to build the road is "XHAST" and they paid the employees of this company. "A guy took it from us, who told us he was the owner's son. We know his face, but we don't know his name," the residents claim.
At the entrance to the road, a sign was placed with the name “asphalting of the existing condition of the mosque road, Vreshtan village, Shushicë Unit”. The investor is the Municipality of Elbasan and the contractor of the works is the company “XHAST”, while the deadline is 2 calendar months. The fund is 10,822,767 lekë, or about 110 thousand euros.
Fiksi questioned the workers on that street, and they admitted that they took money from the residents, saying that “the bosses took it.” According to them, the project did not have sewage channels, and that is why they took money from them.
Residents and workers argue, as they say that "the bosses know these things." According to the workers, work has been done with excavators and heavy equipment and they (the residents) have agreed to pay. Fiksi asks for a manager, while someone calls a manager, but he does not come.
A few moments later, the journalists called the owners of the company "XHAST", on the number they have at the National Business Center. The number belonged to the owner, Agim Kraja, who said that he had won a tender and was implementing the budget approved by the Municipality of Elbasan.
The journalists ask him why the company's employees took money from the residents. He says he doesn't know and that they are only implementing the project. He insists on the procedures, while Fiksi tells him that his employees confirmed that money was taken from the residents. He says that there is no way that something like this could have happened, while we inform him that the employees and residents said that "the owner's son took the money". He then says no and that he will ask.
"We don't have to install sewage pipes. There is no project, we don't have to install anything at all! We have nothing to do with the residents, because we have the road. They have done some work, they have poured soil and we have cleaned it. We have nothing to do with what the residents do," he says, as journalists inform him that the workers admitted that they have taken money from the residents.
"I don't believe it, because we don't have to force the residents, because we have no connection with them. We only have to pave with asphalt. We have 8 cm of stabilizer, we also have the asphalt, we have that curb and gutter and that's it. They don't have any money at all because it's not... I don't have any private business with them. I have business with the state. With the institution, which my company won, the workers went to work and finished the project and that's it," he says.
Fiksi tells him that the residents claimed that the owner's son took the money. "But as the owner's son, brother, I am the owner, how did the son take it?! Now I don't know what they can do at the construction site, brother. If they did a job to them, how do I know what they did to them. Let's see what they have," concluded the owner Agim Kraja.
The Fiks Fare group inquired with the Municipality of Elbasan why the sewage canals were not built and why the residents were forced to pay the company that won the tender. In response, the municipality said that the investment was made only for the road and the sewage system. The budget did not include the sewage system.
The municipality considers the residents' concerns to be legitimate, but says that another project will be carried out for wastewater. According to it, from the meetings with the residents, especially during the budgeting process, the road has been their main request, an investment that was made before the parliamentary elections. Fiksi asked the municipality if it was aware that the families invested privately and if the local government would compensate them. But, it did not receive any answer!
