
The son of an internal lecturer at the Magistrates' School, suspiciously accepted by this school due to a pure conflict of interest, is suspected of having cheated on the exam dated June 30, 2024. The investigative show has secured another video, which shows the candidate to become a future judge of the Republic of Albania, moving freely on an exam day.
The new investigation comes after the broadcast of the issue on March 10, 2025, where Fiksi exclusively denounced with video the day of an exam. Candidates moved freely, entering and exiting the exam hall, while the answers to the exam questions were also published in the corridors of the Magistrate's School!
Meanwhile, a few days later, Fiksi obtained other videos, showing other candidates for judges and prosecutors doing the same things. The complaint states that on June 30 and July 1, 2024, two exams were held for candidates for the 2023-2024 academic year.
Again the same scheme, where at the end of the regular class, the candidates left the halls where they were taking the exam and were taken out into the corridor. They were free to move through the school corridors and then entered the halls, sat down at their computers to print their thesis. From the cameras placed in the halls, many irregular behaviors were noticed, who after seeing the solution key, tried to adjust their previously drafted answers as much as possible.
Fiksi analyzed the footage of room number 5, dated June 30, 2024. In those footage, the candidate KZ appears to continue writing quietly even after the end of the regular time of the first part of the exam until 10:50 a.m., a time when the other candidates were about to leave the room. She leaves the room and returns at 11:50 a.m.
Another candidate, IV, was sitting in a corner of this room. It appears that she got up from her seat when the other candidates were still writing and the exam time had not ended. She got up without printing out her thesis with the answers and left the room. Normally, if she had finished working on her thesis, she should have printed it out and then left the room, which it turns out she did not. She returned to the room later and sat down in her seat and started writing. Meanwhile, candidate MK left the room at 10:42 and returned to the room at 11:08. She is working on the computer and is seen modifying her thesis.
According to the complaint, there were also problems in hall number 4 of the school, where some candidates were more privileged than others. They entered and left the exam hall. The complaint continues that, on July 1, 2024, the exam was also held in hall number 3. According to him, candidate ES "did not write almost any moment on the computer". The complainant requests that the appropriate verifications be made regarding the conduct of this candidate's exam.
The Fiks Fare editorial office has also received information, accompanied by video, about another candidate for judge. The footage analyzed by the investigative show was from room number 5, dated June 30, 2024. On that date, two exams were held: "criminal law and criminal procedural law" and "civil law and civil procedural law". The exams were held on a computer, where there are also videos of the candidates for the year 2023-2024.
A candidate to become a judge, who took the exam in this hall, was AM. According to the footage, at 10:43, he printed out his thesis. He puts it in an envelope and leaves the hall. He returns to the hall. He sits down in his seat and starts writing. At 11:05, he gives the envelope with the thesis, already printed, to a monitor in the hall. The monitor tears it up, and he prints it out again, putting it in a new envelope!
Who is the candidate for judge AM?!
Fiks Fare has followed the problem of this candidate before. In 2021, complaints were received on the investigative show that the ground was being prepared for AM to be declared the winner without taking the exam! This is in violation of the law, as his mother AM is an internal lecturer at the Magistrate's School. At that time, the Magistrate's Office responded to Fiks that the candidate had been excluded because his mother was an internal lecturer.
Fiksi asked the Magistrate in 2021 whether the AM pedagogy was part of the drafting of the questions or in the candidate evaluation committee. "Ms. AM, an internal pedagogue, is not part of the drafting of the exam questions, nor is she part of the evaluation committee. The theses of the School entrance exam are formed in the hall where the exam is held," said the Magistrate.
However, the regulations of the School of Magistrates stipulate that relatives of the staff of the School of Magistrates are not allowed to run for the initial admission exam for magistrates. Fiksi asked the Magistrate whether Mr. AM was on the final list of candidates for magistrates in 2021-2022. “Regarding the essence of your interest in the applicant A. M, we would like to inform you that the gentleman in question has applied to compete for a position in the vacancies opened by the Judicial Council for the position of judge. The Commission for the Evaluation of Candidacies of the School of Magistrates has disqualified him because he is considered a person related to an internal lecturer, and therefore, he cannot participate in the admission exam.”
The School itself states that the regulation does not allow a candidate to compete for a position in the vacancies for judges, prosecutors, advisors or legal assistants when he or she has a close family relationship with a person from its internal administrative staff, as well as the School's own administrative staff, when they work at the School or have been separated from it for a period of up to one year from the time of termination of their employment relationship.
"The Commission's position is supported and accepted by the decision of the School's Governing Council at its meeting on April 15, 2021, and has confirmed that the gentleman in question is not part of the confirmed list of candidates. The School of Magistrates has assessed the existence of a conflict of interest, proceeding with the disqualification of the applicant," the response stated.
But how did he become a candidate?!
Fiksi has learned that two years later, AM has earned the right to become a magistrate in the academic year 2023-2024. His name is on the lists of the School itself and is currently in his second year. At the same time, his mother continues to be an internal lecturer of the Magistrate's School! /TCH/
