Seizure of mobile phones and wiretapping are the most commonly used methods by SPAK to combat organized crime and corruption.
According to SPAK's annual report for 2025, wiretapping was used in 186 criminal proceedings last year. In total, 3,004 telephone devices were intercepted, meaning that thousands of communications of persons under investigation were monitored as part of the institution's investigations.
The activity of the Interception Office has been carried out under conditions of a high workload, while SPAK emphasizes in the report that the priority has been the respect of the legal provisions that regulate this process. 252 authorizations have been granted by prosecutors for the implementation of interceptions, while the Special Court against Corruption and Organized Crime has issued 1738 different decisions, which include interception permits, their assessments and extension of monitoring deadlines.
According to the report, in some cases, data obtained from wiretapping has also revealed elements of other criminal offenses outside the initial scope of the investigation, making it possible to register new criminal proceedings by SPAK.
But SPAK has also intensified the seizure of mobile phones. During 2025, the expertise sector received 372 expertise decisions related to 615 digital evidence seized as part of investigations. These include 503 mobile phones and tablets, 98 computers, 14 DVR devices, and 153 other digital evidence such as external drives, USBs, memory cards, or CDs and DVDs.
Seizing phones is a method that has alarmed politics. The vast majority of ministers, deputies and officials have destroyed their old phones. Also, everyone is using applications with a high level of security. We should emphasize that the BKH seized 6 phones from Monika Kryemadhi and thanks to them, strong evidence was found that led Ilir Meta behind bars.
