SPAK, in its annual report for 2025, refutes the claim of Prime Minister Edi Rama, as well as many other SP officials, regarding "prison arrest" security measures that exceed the average of European countries.
The Special Prosecution Office notes a decrease in detentions and an increase in technical expertise in investigations.
SPAK emphasizes the greater use of alternative security measures and the strengthening of investigative capacities through digital analysis and the electronic case management system.
According to the data, the number of detainees at the request of SPAK who are in the Institutions for the Execution of Criminal Decisions (IEVP) constitutes about 12% of the total number of detainees. Meanwhile, persons sentenced to prison as a result of SPAK investigations constitute about 11% of the total number of prisoners.
The report also highlights a decrease of about 53.4% in the use of the measure "prison arrest", indicating a greater orientation towards alternative security measures. According to SPAK, for 2025:
for corruption offenses, the measure of “prison arrest” was applied to about 3.45% of persons under investigation (from about 5% in 2024);
for organized crime, this measure was used for 21.4% of persons under investigation, from about 31% in 2024.
In the period 2022–2025, the Expertise Sector at SPAK has marked an increase of about 31% in expertise acts, reflecting the expansion of the technical capacities of the laboratories of the National Bureau of Investigation (BKH).
Mobile phones account for 70–75% of the evidence analyzed, highlighting the importance of analyzing:
metadata,
online communications,
encrypted applications.
Meanwhile, analyses of computer equipment have increased by 62%, reflecting the addition of financial documents and electronic materials to investigations.
