
File in SPAK for 2 years, Dumani still talks about preliminary investigations...
The Special Prosecution Office has been shelving the abusive IPARD funds file for more than two years. Even though OLAF itself has submitted a voluminous file to SPAK and the documents with the facts are there, SPAK seems to have taken this job calmly, while Ilir Beqaj was put in handcuffs within a few weeks when they discovered that he was paying for lunch and dinner with Brussels funds.
Just as " Pamphlet " has denounced several times that Rama and Dumani have "amnestied" Frida Krifca, it seems that this is being officially confirmed by SPAK.
The prosecution has published on the transparency register the questions it received during the month of July, and one of them was:
" A criminal complaint was filed with the Special Prosecution Office, SPAK, in September 2023 regarding possible abuses of AZHBR, IPARD funds. At what stage are the investigations? How many people have been called to testify in relation to the case? How many people have been called in the capacity of persons who have knowledge of the event and how many of them in the capacity of persons suspected of being involved in the possible abuse.
One of the people denounced is the former director of AZHBR and former Minister of Agriculture FK. Has she been called to testify?
The European Union's anti-fraud office, OLAF, has also issued a detailed report on the possible abuse of IPARD II funds, determined by the AZHBR. Specifically, the report specifies that the irregularities found included: Applicants are required to pay a significant part of their grant to a local consultancy company. Contracts awarded without competition, or with a manipulated competition (with false offers being submitted) - Inflated prices and violations of contractual rules. Has SPAK administered the OLAF report as an indication for further investigations?
It's been almost two years since this case was reported, why hasn't SPAK yet reached a conclusion when in a few months we are in the conditions of the expiration of the investigative deadlines? "
But even though this question says it all, SPAK's answer was short, dry, and confirms that Frida Krifca will continue to eat strawberries without hesitation.
" The Special Prosecution Office against Corruption and Organized Crime has registered a criminal proceeding and the case is in the preliminary investigation phase. Due to the preservation of investigative secrecy, it cannot make further information public, " SPAK said.
So the prosecution declares that it is in the preliminary verification phase, while there have been reports for two years and Albania is without funds.
" Given that we are dealing with EU taxpayers' money, we expect the Albanian authorities to take this issue very seriously ," the EC said a few days ago.
The OLAF investigation does not require a new investigation. What is required is a simple decision to register the case and prosecute those responsible. But this does not happen, because the blockade line is coordinated.
And while SPAK and the government turn a blind eye to a file worth 183 million euros, Albanian farmers are left without funds. /Pamphlet
