What was rumored and written for years in secret reports is fully confirmed by the SPAK file. The businessman Luan Mata, Erzen Breçani's crony, is one of the exposed figures of cocaine traffic money laundering in construction.
Without sufficient and legal sources of income, Luan Mata has managed to open the doors to the government, obtaining permission for hotels and multi-storey towers in Tirana.
Only the new building named "Exhibition Building", 93 meters high, at the former Exhibition, is an investment worth over 200 million euros.
The permit was signed by Edi Rama on November 8, 2019.
The total area of 24 floors will be about 42,000 square meters and will serve as a shopping center, office and residential premises. Is it possible that Luan Mata broke the doors of the government alone to get permission for the mega tower?
Did Luan Mata have the power to evict Top Channel from the former Exhibition?
In 2009, Sali Berisha in power started a battle to remove Top Channel from the former Exhibition. Berisha attacked the Ministry of Economy, which broke the 20-year contract it had signed with Top Channel, for the lease of premises in the former exhibition "Albania Today".
In 2013, Berisha, despite all the opposition and reactions at home and abroad, managed to remove Top Channel.
And the commitment of Berisha and his power has a price. Prapaskena learns from first-hand sources that Shkëlzeni has 23% of the shares and investment in the Luan Mata tower at the former Exhibition.
23% is the tax that Berisha imposed on the land owners, just as it operated with the former Partizani Club.
If SPAK will dig deeper and go to the end of the investigation for the cocaine boss Ervin Mata, it will fall in the footsteps of Shkëlzen, who, surprisingly, shares in the most famous towers that are being built in Tirana.
The third largest shareholder in the towers that SPAK seeks to seize as a criminal asset is the oil well businessman Arian Tartari, the husband of Albana Vokshi, connected to Russian oligarchs, concessions and shady jobs.
Arjan Tartari entered the game from Berisha 15 years ago, through the company "Vision Construction", through which he signed a contract with the owners of a part of the land at the former "Shqiperia Sot" exhibition, in which Tartari took over the process of the privatization of state land, in exchange for land for construction.
The 'brother' of Shkëlzen Berisha in Gërdec and the affairs of the Family's properties, Rrahman Selmanllari, also appear on the scene. The latter has a 50% stake in the company Vision Construction, which was suspended in 2018.

A day ago, the investigative journalist Artan Hoxha found that Sali Berisha is silent about the SPAK file on Erzen Breçan, his loyalist.

Hoxha also mentioned the tens of millions of euros tower, which is being built in the area known as the former Exhibition, where, according to the journalist, drug trafficking money is being invested.
