SPAK in action/ From "spies" in electoral headquarters to wiretapping

It is reported that the methods that will be followed by SPAK groups established in all regions of the country are the same as those used to detect criminal organizations, i.e. an investigation bringing into play all possible investigative methods.

SPAK and the district prosecutors' offices seem to have a strong challenge ahead, considering the fact that they will investigate electoral crimes, attempting to stop political scenarios for vote buying.

Regardless of political trends, SPAK and district prosecutors must first find mechanisms to prevent a phenomenon that affects almost every electoral process in Albania and then to bring to justice those who distort votes.

In investigating electoral crimes, SPAK will use special investigative techniques, including financial investigations and inter-institutional cooperation, to ensure a rapid and effective investigation of cases. And special investigative techniques include everything from surveillance to wiretapping or infiltration.

In this context, no one can rule out the possibility that in the electoral headquarters, perhaps not in all, there will be collaborators or individuals who will be willing to denounce possible scenarios aimed at distorting the vote.

An emergency telephone number will also be available, where election observers and institutions who want to report legal violations during the election period can call.

But a dedicated e-mail address will also be available for reports with accompanying facts.

Also under SPAK's monitoring will be publications on social networks, including denunciations in the media, on suspicions of possible criminal offenses committed in the context of the elections.

The SPAK strategy foresees a dedicated platform for reporting cases. In this context, anyone can file a complaint through the platform, it will be verified for accuracy, and if there are indications to launch an investigation, the work will begin.

It is reported that the methods that will be followed by SPAK groups established in all regions of the country are the same as those used to detect criminal organizations, i.e. an investigation bringing into play all possible investigative methods.

In this context, the Special Prosecution Office will closely cooperate with the General Prosecutor's Office, prosecutors' offices at courts of general jurisdiction, the CEC, the State Police, other law enforcement agencies, international organizations, and civil society organizations to increase the effectiveness of investigations into criminal offenses in the context of elections.

Field investigation teams

To investigate electoral crimes, SPAk has established field teams consisting of special prosecutors, BKH investigators, financial investigators, and administrative support staff divided into 12 regions and 61 municipalities. Each team is led by a special prosecutor.

During the election period and on election day, the investigative groups in the field will focus on verifying complaints regarding reports of activities carried out by special entities, as well as the possibility of using the administration or public infrastructure for the purpose of the election campaign according to the division into districts, in violation of the law.

Field investigation teams will conduct verifications based on reports of criminal offenses committed in the context of elections received by the Central Structure, from civil society, the public, the media, or from referrals received from the state police, as well as private and state entities.

During the election period, field investigation groups coordinate and cooperate with the heads and the available prosecutor of the general jurisdiction prosecutor's offices, heads of police directorates, heads of law enforcement agencies and other public institutions at the central and local levels, as well as election observers, the media, and civil society in the region they cover. /Pamphlet/
