Around 20 people believed to be Albanian nationals have been found hiding below deck on a yacht in Cornwall.
Suspected people smugglers have been arrested after the boat was spotted heading towards the south coast of Britain.
When Border Force officers searched the yacht they found 20 passengers - 19 men and one woman - hiding below deck.
One of the individuals has been released from the criminal investigation, but has been detained for being in the UK illegally.
In connection with the incident, Albanian citizen B. B, 44 years old, has been charged with facilitating illegal entry.
Two other people, both Albanian citizens, were arrested on suspicion of facilitating illegal entry.
A Home Office spokesman said: "We all want to end dangerous small boat crossings, which threaten lives and undermine our border security.
"People smuggling gangs don't care whether the vulnerable people they exploit live or die, as long as they pay, and we will stop at nothing to dismantle their business models and bring them to justice."
