Albania is expecting the launch of Diella, the artificial intelligence system promoted by Prime Minister Rama as the “ultimate weapon” against corruption in tenders, soon. But before this “new digital light” is born, the public administration seems to have received the signal and is running to steal. According to data from “Open Data Albania”, from January to September 2025 alone, 648 red-flag tenders were awarded, with a total value of 10.5 billion lek.

The same scheme known for years, only now at an accelerated pace.
The irony is obvious: while Rama appears in public promising that "Diella" will eliminate corruption, officials seem to be in a marathon race to close dubious contracts before the system comes into effect. A last suitcase of billions that is being quietly divided.
If Diella really works, a good part of the administration would be left without a source of income. And this explains the rush this year. Instead of expecting a clean digital dawn, we are facing a bloody sunset of public funds. The State Department itself sounded the alarm today that tenders and PPPs are the gangrene of this government.
