
Petrolifera Italo Albanese has been declared the winner of the 7.2 million tender with direct negotiation for the storage of oil that will be used for the floating thermal power plants of Vlora. According to the announcement published in APP, the tender had a limit fund of 1.1 billion lek or 10.3 million euros.
But through the direct negotiation procedure, KESH and Petrolifera have agreed on the price of 7.2 million euros.
The tender notice for "depositing and loading-unloading of fuel for Floating TPP in Vlora" was announced on July 31 and the procedure took place on August 30. According to the contract, Petrolifera will perform the service of unloading oil from the ships that will arrive at the Port, depositing it and then loading it into trucks, which will transport it to the two floating power plants.
Supertender for the purchase of oil
Oil, which is of heavy type, will be purchased by the Albanian Electric Corporation itself through another procedure. Some time ago, KESH announced a call for expressions of interest to secure 100,000 tons of oil through a framework agreement.
According to the documents deposited with the Public Procurement Agency, the limit fund of the tender for the purchase of fuel is set at 10 billion and 267 million ALL or more than 100 million dollars at the current exchange rate.
The call for expressions of interest for the companies that supply KESH with fuel was announced in January. According to her, KESH wants to initially buy 100 thousand tons of fuel, of the heavy oil type, which will be used for the production of energy from the two floating power plants. But it is not yet known what is happening in this procurement procedure.
Sources from KESH told Kapitali.al that in the first phase several companies, mostly foreign, expressed interest. This is the largest procurement procedure that has ever been registered in Albania for the purchase of goods. Initially, KESH had predicted that the tender would be held in May, but sources from the Corporation say that the tender was postponed because the loading and unloading infrastructure was not yet ready.
Meanwhile, the two floating power plants have arrived in the Bay of Vlora for almost a year, but so far they have not worked for a single day, while it remains unclear whether during this time KESH has paid money for them. KESH itself says that it has not paid a single lek so far, because the two ships were not in production condition due to the lack of infrastructure but also defects that required repair. But a number of experts and the opposition have publicly accused that 90,000 euros of rent per day was paid for these ships, from the moment of their arrival. / Capital
