VLORĂ - Every day that passes reveals the government that the contracting of two floating pipelines to solve the electricity crisis was just a trick to pass the money to a private company registered in the state of Delaware. Fiscal paradise where it is impossible to find the real owner! The vessels were purchased for $15 million and KESH will pay $45.5 million for their lease and $25.5 million for operating them to the Italian firm Renco. But because they had such a one-sided deal, the companies were unable to bring the ships up and running within the energy crisis deadline.
What if they bring them now, can they help us? Not at all, because electricity prices have not only normalized, but have reached the range between 70 and 80 euros per megawatt hour. Even last weekend, they set a record by capturing the value of 8 euros per megawatt hour. KESH has managed to find energy this week and at a price of 50 euros per megawatt hour. But despite this, the Corporation seems determined to take over the ships for which it will pay 63,000 dollars a day plus fuel oil costs to produce electricity. According to an analysis made by the Supreme State Control, the price of energy produced by ships is 268 euros per megawatt hour, 4 times more expensive than buying imported energy. KESH has assumed the costs of customs clearance of ships, lubricating oil and issuing permits, licenses, authorizations and renting fuel deposits. Another 9.4 million euros were spent on all of this. But the Excelerate and Renco companies have shown themselves to be even more greedy. Renco, for example, has offices in the premises of the Vlora Thermal Power Plant and carries out daily activities without paying rent!
Where even the employees inside the premises of the thermal power plant admit that the offices of these private companies are located in the premises of the TEC.
There is no doubt that Renco is located in the premises of the power plant. But what is the reason it is there?
For this, we contact the director of TEC Vlorë, Mr. Besnik Këndezi. Who says that these two private entities are located in the premises of TEC Vlorë based on an agreement that the ministry made with the companies. He says that in those premises are only their headquarters and not the administrative part.
According to the contract signed between the Electric Power Corporation, Excelerate Energy and Rencos, KESH undertakes to facilitate access to the site, provide the necessary rights for the installation of the facility, provide land for the modification of the plant, provide access to the warehouse, the workshop and the plant of Teci and to coordinate the work with the electricity network, but not to provide premises without rent for offices, as is the case of Renco. Because in many similar contracts where the private sector assists institutions, rent is paid. Other cases have been considered violations, such as the finding of KLSH and SPAK for the sterilization contract. But the violations do not end here! Excelerate and Renco, two companies that were sold by our officials as prestigious and reputable, seem to have been Albanianized faster than they should. As in the case of works on ships and auxiliary infrastructure, where a permit must be obtained from the National Council of the Territory.
The permit was approved on July 27, 2022, on the condition that the technical-legal documentation was completed and the infrastructure tax was paid. According to the law, only after completing these tasks and submitting the request to the Territorial Development Agency, the construction permit is granted and you can start the works. But from the document provided at the Territorial Development Agency, it turns out that the construction permit was issued on April 18 of this year, almost a month ago. To put it briefly and clearly, every work carried out in this period by Exelerate and Renco was without a permit, an offense which is punishable by the criminal code with a fine or imprisonment of up to 5 years. And in order to end this affair with a happy ending, which seems to have the shadow of SPAK behind it, with the licensed equipment and the passing of the test, KESH will also start the commissioning of Teceve and will pay the rent for two assets that most will stay off and burn $68 million. In the end, the directors of KESH come and go, the generator ships remain motionless as relics that will tell us for many years what open corruption means in the eyes of all Albanians. / Piranhas
