SPAK has uncovered dozens of conversations between Ervis Berber and Valter Begaj regarding a tender that their company had won.
These conversations took place in 2019 and 2020 where citizen Valter Begaj informs citizen Evis Berberi that they have won a tender at the National Tourism Agency.
Then citizen Evis Berberi talks with citizen Valter Begaj and citizens Besnik Leskaj, Redjan Basha, the latter partners of the company "Albkons"sh.pk
Discussions are taking place regarding participation as a consortium of economic operators in tenders, as follows:
On 22.10.2019, at 11:24, citizen Valter Begaj sends an SMS to citizen Evis Berberi: "We received from the AKT that only we, the opponent, were qualified, but he filed a complaint. I believe he responded yesterday."
On 18.11.2019, at 10:17, citizen Valter Begaj sends an SMS to citizen Evis Berberi: "Sign the act tomorrow"
"At 10:17, Evis Berberi: "Super". At 10:17, Valter Begaj: Be informed that we were told otherwise.
In the above conversations, it results that the merger of economic operators "Net group" sh.pk and "D&C Partners" sh.pk," has been declared the winner of the procurement procedure with the object "Study of the Albanian tourism branding and marketing strategy".
For this procurement procedure, on 19.11.2019, a contract was signed between the National Tourism Agency and the Union of Economic Operators "Net Group" sh.pk and "D&C Partners" sh.pk" in the amount of 34,900,000 lek excluding VAT./Oranews
