Yesterday, the Police, SPAK and the Italian Antimafia carried out a sensational action in Durrës, where the Troplini group was hit. One of the most important targeted names is Elvis Doçi, known as Visi i Pojës. He is the nephew of Xhevdet Troplini, who is said to have led the organization until recently. But now his nephews, Elvis Doçi and Fatmir Troplini, have taken over.
Yesterday, SPAK seized several companies, hotels and bars in the name of Elvis Doçi and other gang members. But the only company that was not subject to seizure is “Eldemar Construction”.
Yesterday we reported how this company had obtained a building permit to build a hotel in Durrës. But that was not the only permit. It turns out that Rama, a few months before the elections, granted a building permit for a resort at Shkëmbi i Kavajës.
“Eldemar Construction” created the company “Rock Of Kavaja” and authorized it to apply for a development permit at the Rock of Kavaja. In September 2024, it was approved for the permit.
"Rock Of Kavaja" has subsequently signed an agreement with "Accor" to bring the famous "Pullman" hotel chain to Albania.
" Development Permit for the facility: 'Hotel 10 and 11 floors above ground with 3 underground service floors', located at Shkëmbi i Kavajës, Municipality of Durrës, with the developer company 'Rock of Kavaja' sh.pk ", states the decision of the National Territorial Council.
But not only that, the company "Eldemar Construction" turns out to be part of the companies that have entered the reconstruction process and have benefited from facilities and funds from the state.
The company itself admits that it is exempt from VAT, as it has contributed to the reconstruction process. We all know the massacre that took place with the reconstruction, as all the businesses that were involved have filled their pockets. The other element is that during Rama's government, it turns out that "Eldemar Construction" has had colossal profits. /Pamphlet
