Anchored in the bay of Vlora for 9 months, the two floating ships for the production of electricity have not turned on the generators for a single day, and the two assets have not even passed the testing phase. The process, which should have ended in May, has been postponed again. Also, their connection to the power transmission network is currently missing. However, for the ships that have 9 months with 'generator off' the authorities will pay Exelerate-Renco 68 million dollars for rent and operation even if they don't turn them on for a day.
The Albanian Electricity Corporation has not yet put into operation the two floating thermal power plants for the production of electricity.
The ships "Tigri 1" and "Tigri 3" were anchored off the coast of Vlora last September, but there is still no date on their use.
The main purpose of the arrival of the two ships to the shores of the Ionian Sea was to fulfill the country's need for energy, in the conditions of a global energy crisis.
But, even though more than nine months have passed since they were docked in the Triport of Vlora, the two floating power plants have not yet been put into operation, nor have they even been tested as promised.
At the beginning of the year, the Albanian Electric Power Corporation told Faktoje that it planned a testing phase for the two assets at the end of February, but our verifications showed that the process was postponed to May.
"On the part of the contractor, it is anticipated that the testing-commission phase will be completed in May 2023," stated KESH in the official response to Faktoje.
Even further verifications show that the deadline was violated for the third time.
"Tests for Commissioning purposes are proposed to be carried out, according to the systems, starting from the second week of June, starting with the connection to the transmission network", - affirms in an official answer to Faktoje KESH, while emphasizing that the "Excelerate" Company and Renco" is currently in the phase of carrying out tests before commissioning.
Once again, KESH has not given any reason for the continuous postponement of the testing-commissioning process of the thermal assets, but has only contented itself with giving a new deadline.
While experts in the field say that the production from these ships does not make any sense now.
"I don't believe that they will be put to work for a very simple reason, because energy prices on the stock exchange have decreased and it is normally cheaper to buy energy during the summer on the stock exchange than to produce it from ships. Because the energy in the stock exchange is fluctuating from 60 euros to 90 euros per megawatt and there is no interest, because the production from these two TECs goes double depending on the fuel. Therefore, I do not think that they will be put into operation soon, while it remains to be seen what will happen in the future", - argues Azmer Dulevič, energy expert, for Faktoje.
The testing-commissioning process is extremely important since its completion paves the way for the payments that KESH must make to the Exelerate-Renco consortium. The two-year contract provides for a payment of $63,000 per day for the lease and operation of the two assets.

Tre muaj për licencën e prodhimit
Ndonëse u morën me urgjencë në kulmin e krizës, çdo proces i aseteve është shoqëruar me zvarritje dhe shkelje afatesh. Edhe procesi i licencimit të dy anijeve për prodhimin e energjisë nga Enti Rregullator mori 3 muaj kohë.
Teksa premtohej se dy anijet do të viheshin në punë në fillim të këtij viti, Enti Rregullator i Energjisë nuk e kishte licensuar KESH-in për këtë veprimtari.
Procedura e licensimit që u nis në 28 dhjetor të vitit 2022, u mbyll në fund të muajit mars të këtij viti.
Më 27 mars, bordi i Entit Rregullator të Energjisë vendosi të licencojë shoqërinë KESH në veprimtarinë e prodhimit të energjisë elektrike, nga TEC-i lundrues i instaluar në Gjirin e Vlorës, për një afat 2-vjeçar, që do të nis pasi asetet të jenë operacionale dhe të kenë kaluar fazën e testim-komisionimit.
“ERE lëshon një licencë për veprimtarinë e prodhimit të energjisë elektrike deri në 30 vjet, por duke qenë se kontrata e qirasë për prodhimin e energjisë elektrike nga impianti termik Tigër 1 dhe Tigër 3, është nënshkruar për një periudhë 2 (dy) vjeçare, duke filluar ky afat nga data e komisionimit të veprës, pra kur asetet bëhen operacionale, ERE do të kushtoziohet nga ky afat në përcaktimin e vlefshmërisë së licencës.”, argumentohet në vendimin e Bordit të Entit Rregullator.
100 milionë dollarë fatura e naftës që do ‘ndezë’ TEC-et
Sigurimi i lëndës djegëse për të vënë në punë dy anijet lundruese në gjirin e Vlorës është një tjetër çështje ende e pazgjidhur, pasi KESH nuk ka arritur ta sigurojë atë për të nisur prodhimin.
Në fillim të muajit mars 2023, Korporata Elektroenergjetike Shqiptare hapi procedurën për shprehje interesi për furnizimin me lëndë djegëse për prodhimin e energjisë eletrike nga dy anijet. Pas kësaj procedure, KESH planifikonte që hapi i radhës të ishte çelja e tenderin në muajin maj, afat i cili u shkel.
“Menjëherë pas përcaktimit të kushteve kontraktore për depozitimin e lëndës djegëse pranë Triportit Vlorë, do të iniciohet procedure e furnizimit e lëndës djegëse HFO (Heavy Fuel Oil)”,- thotë KESH në një përgjigje zyrtare për Faktoje për hapjen e tenderit për sigurimin e lëndës së parë, teksa nuk jep afat konkret.
Megjithatë, në regjistrimin e parashikimeve të Agjencisë së Prokurimeve Publike, procedura për “Blerje lëndë djegëse HFO për përdorim nga aseti gjenerues termik i përkohshëm” nuk është anuluar.
The documents of the Public Procurement Agency show that the limit fund of the tender is 10 billion 267 million ALL, in other words more than 100 million dollars. But it remains to be seen when the procedure will be opened, which according to KESH will be done on the basis of the Albanian Public Procurement Law.
The only tender officially opened by KESH regarding thermal assets is the one for the storage and loading-unloading of oil, which will be used by ships installed in Vlora.
The tender, which will be developed with the negotiation procedure without notice, was announced on May 19 and defines a limit fund of 1.26 billion ALL or about 12 million dollars. July is expected as the development time for the said tender. /Faktoje.al
