The Aleksandër Xhuvani Elbasan University has given a full 8 billion old ALL with VAT, through a very suspicious tender that bears the reference number REF-92089-12-26-2023 and has as its object "Construction of the building of the faculty of technical medical sciences - FSHMT The winner was the JUNIK firm, which is owned by Ded Malutaj. This individual was declared wanted in May 2022, accused of stealing from the Prosecutor's Office of Elbasan through a tender.
The theft consisted in the fact that Malutaj and some others had received the money to carry out the works for the heating-cooling system of the Elbasan Prosecutor's Office, but in fact the system delivered by them was not functional. The damage reached a figure of about 35 million ALL.
But it seems that this fact has not prevented the University of Elbasan from not only allowing him to participate but also declaring him the winner. But wait as the scandal doesn't end there. Although a total of eight companies offered lower values in the tender, this was not taken into account by the university and the JUNIK firm of Ded Malutaj was declared the winner.
It is worth mentioning that in addition to these eight firms, two other firms participated with a zero offer. As if these were not enough, it is noted that the value offered by Ded Malutaj is as much as 90% of the value of the limit fund of the tender. All of the above shows us that we are dealing with nothing more and nothing less than a theft of public money.
