The Prosecutor's Office of Tirana has completed the investigations and has sent to the Court the request for the initiation of the trial against 4 officials of the Tirana Water and Sewerage, accused of stealing 21.6 million lek through duplicate salaries.
Engineer Erblin Lushaj and Sigi Zhuleku, responsible for wages, were arrested due to the measure of 'prison arrest', as they were released after a few weeks under the measure of 'house arrest', while the two accountants Rudina Lalaj and Azem Xhaferri were investigated as a 'compulsion to appear'. .
They were charged by the General Director of UKT for the criminal offense of theft by abusing the duty performed in cooperation.
The theft was discovered by a second-level bank that alerted UKT for duplicating the names of employees of this company in the procedure of transferring salaries from UKT's account to the bank.
And the beneficiaries according to the prosecution body were citizens Sigi Zheleku and Rudina Lalaj. The movements were recorded mainly in the period January-July 2023, where from the performed audit it appears that the list of official payments together with the transfer order, apparently have the same total value but that in reality does not correspond to the value in the transfer order.
The difference for this period comes as a result of more than twice the duplication of employees Sigi Zhuleku and Rudina Lalaj.
The phenomenon is suspected to have extended from April 2018 to July 2023 and the economic damage is considerable, where the beneficiaries are Sigi Zheleku, Rudina Lalaj, Azem Xhaferri and Erblin Lushaj. The prosecution reaches the conclusion that the citizen Sigi Zheleku has benefited illegally, beyond the value of the payment list on income from employment, the difference of ALL 13,983,504 from April 2018 to July 2023. The citizen Rudina Lalaj for the period April 2018- July 2023 benefited 5,627,504 ALL.
Erblin Lushaj for the period April 2018-September 2021, benefited 1,616,416 ALL.
Azem Xhaferi for the period April 2021-July 2022, has benefited 452,446 ALL.
