Following the opposition's disputes over the diaspora vote and their accusations that the votes were manipulated, the CEC says that the postal company has submitted evidence proving that each envelope was drawn with the voter's signature.

In a response to the "Free Diaspora" association, the CEC says that they are in the process of checking all voter signatures and have also submitted them to the Democratic Party for Greece.

This standard, says the CEC, has also been followed in the case of Greece, adding that DHL has implemented the delivery protocol for the distribution and collection of envelopes and that it has proof of delivery for delivered shipments, which can be extracted from their system.

"DHL ensures that shipments are processed in accordance with standard procedures which include Direct Signature (signature of the recipient) upon delivery. (referring to the letter protocoled with ours with no. Prot., 4009/1, date 12.05.2025).

"All recipients of the deliveries/votes, without exception, were sent an SMS or e-mail. Only in cases of missing phone numbers or inactive e-mails was the notification not sent," the CEC writes.

Meanwhile, as far as Greece is concerned, the CEC says that they did not give permission to DHL to subcontract the process, stressing that this was in breach of contract.

"Referring to the terms of the contract and the terms of the procurement procedure, the alternative of subcontracting was not decided by the contracting authority/CEC. Therefore, subcontracting was not allowed," says the CEC.

To the question of whether other people have received and submitted more envelopes than the number of family members, the CEC responds by saying that we are in the process of verifying signatures, but so far no concrete case has been identified.

"Currently, the process is in the phase of verifying the signatures of the person/persons receiving the delivery. Up to this moment, no specific case has been identified or reported to the CEC that raises suspicions of exceeding the allowed number of envelopes in relation to voting family members. Any such information, if presented, will be handled through the procedures provided for verification and independent investigation," the CEC says.
