Elvis Shakmbi, the author of the murder of judge Astrit Kalaja, in a letter from prison, expressed regret for the pain he has caused.

"The previous decision, which was left in force on 6.10.2025, aimed to rob the executive title, i.e. its invalidity, something that cannot be issued in any situation by a third person, as was the case with our opponents in court. If the decision of the first instance court of general jurisdiction in Shkodra was also a product of ignorance, the decision of 6.10.2025 to leave it in force was not from ignorance, but influenced by other factors.

For 13 years, my uncle, Gjon Shkambi, had been turned into a human experiment by the judicial system in Albania. At a time when I was trying to put an end to this experiment, the Tirana Court of Appeal of General Jurisdiction decided to continue that experiment.

"That court decision clearly contradicts the Civil Code of the Republic of Albania, the Code of Civil Procedure, the unifying decisions of the joint panels of the Supreme Court and the Civil Panel, the decisions of the European Court of Human Rights and the Constitution of the Republic of Albania," Shkambi writes, among other things.

Property dispute, motive for murder

The object of the murder and conflict is the building of the former Reserve School in the "Skanderbeg" neighborhood. 31 families have been sheltered in this building since 1992. But in 2012, Gjon Shkambi made claims to the property with the argument that it is property inherited from generation to generation.

As it turns out, 31 families were sheltered in this building 33 years ago by the Municipality of Shkodra. But residents say that Gjon Shkambi, who claims ownership of the building, has fake documents.

The matter became complicated in 2012, when the Municipality of Shkodra signed the sale of the building to Gjon Shkami. According to residents, the mayor of Shkodra at the time, Lorenc Luka, gave Gjon Shkami a privatization document without a decision from the municipal council.

In 2020, 31 families first encountered the private bailiff's office. Since then, the issue has dragged on in the courts and the courts.
