The State Election Commissioner, Ilirjan Celibashi, today designated the Vote Counting Sites for the elections of May 11, 2025. The approved Vote Counting Sites meet the criteria set out in the Electoral Code and the CEC acts in force.
According to the CEC decision, BCCs are generally large halls or sports gyms, meeting the technical criteria of surface area based on the number of VCs of the EAZ.
The BCCs are generally located within the territory of the EAZs, provide logistical facilities for road transport from the VCs of the EAZ, provide conditions for the application of support technology for vote counting, and have an uninterrupted power supply system. There will be 93 BCCs in the Assembly elections.
Also, several additions to the decision "On determining the location of several voting centers in private buildings, for the Assembly elections of May 11, 2025" were approved.
The additions consisted of the approval of 230 voting centers in private facilities in the regions of Lezhë, Durrës, Tirana, Elbasan, Korçë, Gjirokastër and Vlorë.
The Commissioner approved the Standard Operating Procedure (SOP) for the preparation of envelopes with election documentation for out-of-state voters.
The Standard Operating Procedure aims to detail the standard technical procedures for preparing election documentation that will be sent to voters from abroad.
This document is structured in 8 chapters, the content of which specifies the phases/steps of preparing envelopes with electoral documentation; the materials and equipment necessary for this process; the procedure for preparing the set of electoral documentation for voters from abroad; the responsible personnel engaged in this process; the tasks/actions performed by the personnel for each of the phases of preparing electoral documentation; necessary training; organization of the work environment; organization of shifts and employees.
Referring to this procedure, personnel assigned to the process of preparing envelopes with electoral documentation for out-of-town voters must sign the confidentiality statement, as well as have authorized access to the premises for preparing electoral documentation.
