The Albanian government has "lowered its panties" before the mafia group Bankers Petroleum, betraying the public interest and cooperating with the Chinese in looting the underground wealth of Albanians, in catastrophic environmental crimes, fraud and corruption.
During two decades, Bankers' income from oil extraction is about 4 billion euros. The company has paid zero taxes, as it manipulates and inflates expenses every year.
Paternity has been proven by several reports of the KLSH. It has been proven by AKBN, Albpetrol, by some final court decisions, etc.

In 2011, Bankers fabricated 247 million USD in irregular expenses, to avoid paying 60 million USD in taxes.
Even a 100 million euro fine for fraud and manipulation, confirmed by the Supreme Court, was suspended by Anila Denaj when she was Minister of Finance.
No media reported on the biggest theft, perhaps since the Roman Period. No politician speaks.
In April 2015, Prime Minister Edi Rama warned Bankers that he would no longer be allowed to steal Albania's underground wealth.
"These 18 months have been enough for us to make a very clear analysis of a corrupt system and extortionists and robbers that extends throughout the chain. Based on the international audit, we will also receive the result of all the problems that the Albanian state has, and for each problem the company will be held accountable as in the USA, Germany or Canada. We do not have the luxury of closing our eyes or losing even 1 liter of oil that the foreigners did not give us, let alone take it from us as it belongs to them. As with the universities, they have left us with phantom contracts", declared Rama.
The dispute between the Albanian government and Bankers began in 2014, when the National Agency of Natural Resources (AKBN), the institution that represents Albania in the concession contract, conducted an audit of Bankers' balance sheet and the company's procurement procedures for 2011 and concluded that the vast majority of the company's expenses for this year were irregular.
In a report drawn up by the National Agency of Natural Resources, it is said that Bankers must pay 60 million dollars in profit tax to the state budget, since through the fraud of the balance sheets it has declared inflated expenses and in violation of the contract it has with Albania. To avoid taxes and hide profits, Bankers had fabricated $247 million in expenses.
Based on the AKBN audit, the General Directorate of Taxes submitted to Bankers a claim for 60 million dollars in unpaid taxes.

Tatimet i bllokuan llogaritë kompanisë, e cila nuk pagoi kurrë taksa, pasi çdo vit manipulonte shpenzimet dhe kryente shpenzime të parregullta.
Kompania Bankers kërcënoi Edi Ramën dhe qeverinë e tij me ndrërprerjen e nxjerrjes së naftës dhe me procese në Arbitrazh. Në vend që kompania të sekustrohej dhe të ndiqej kudo në SHBA, Kanada dhe Kinë për zhvatjen e naftës me vlerë disa miliardë euro, mashtrime me pasoja të rënda dhe katastrofa mjedisore, Bankers kërcënoi hapur Edi Ramën.
Kompania paralajmëroi se nëse autoritetet shqiptare nuk do t’i zhbllokonin llogaritë ajo do të vazhdojë reduktimin e naftës së prodhuar deri në ndalimin e plotë të operacioneve të saj. Kërcënimi ishte si ai i hajdutit pasi e ke kapur duke të vjedhur në shtëpi.
Edi Rama iu përgjigj Bankersit, duke theksuar se “Teksa qeveria mirëpret partnerët e huaj apo vendas, pasuritë kombëtare të Shqipërisë janë një pasuri e të gjithë shqiptarëve dhe as nuk mund të keqpërdoren, as mund të përdoren si kërcënim ndaj vendit. Të gjithë kompanitë që punojnë në Shqipëri, qofshin të huaja apo vendase, duhet t’u binden rregulloreve dhe ligjeve në fuqi në Republikën e Shqipërisë. Qeveria shqiptare është e vetëdijshme për detyrimin dhe të drejtën e saj që të mos lejojë cenimin e integritetit afatgjatë të pasurive të çmuara të vendit“.
Por, pas këtij kërcënimi, pavarësisht kësaj deklarate, qeveria u tërhoq, ndërsa Bankers vijoi avazin e vjetër; Nxirrë naftë nga nëntoka shqiptare dhe mos paguaj taksa.
Nuk kemi prova se pse u zbyth qeveria; ndan fitimet me Bankers në Offshore apo Bankers ka përdorur fuqi të tjera për shantazh. Por, është e provuar se qeveria aktuale, ashtu si ato të mëparashmet, nuk ka fuqi të mbrojë interesin e shqiptarëve përballë organizatës kriminale Bankers.
Qeveria shqiptare nuk ka këllçe të kërkojë zbatimin e marrëveshjes nga kinezët.
Edhe lajmet për përplasjen e qeverisë shqiptare me Bankers u zhdukën nga mediat. Bankers u paguan miliona euro mediave që të mos raportojnë krimet e saj mjedisore dhe financiare, si dhe të bëjnë propagandën e saj kur bën ndonjë rrugë fshati, me një përqindje të papërfillshme të parave që vjedh.
Mediat, përveçse mision, janë edhe biznes. Kanë hallet e zakonshme financiare. Por, ka disa parime dhe vija të kuqe ku nuk bëhet kompromis. Është e rëndë dhe damkosëse që disa televizione mbulojnë krimet financiare dhe mhedisore të Bankers për disa bakshishe që u jep kompania nga qindra milionë euro që ka vjedhur me shfrytëzimin e naftës shqiptare.
Prapaskena do të publikojë në vijim të gjitha pagesat e Bankersit për mediat dhe shpenzimet e tjera skandaloze, luks, harbim dhe pagë deri në 1 milionë euro në vit pêr një drejtor.
Bankers fsheh pronarin përfitues
Kulmi arrin kur Bankers jo vetëm nuk zbaton kontratën koncensionare dhe sajon shpenzime për të mos pagua tatim fitimi, por kompania nuk zbaton as ligjet e tjera shqiptare, siç është detyrimi ligjor për të deklaruar pronarët përfitues.

Albanians are robbed, but they don't know who steals them. Albanian laws oblige Bankers to declare the ultimate owner, but Bankers does not ask about laws and state.
The director of the company CHARTER POWER INVESTMENT LIMITED, which controls Bankers through several shell companies, is the anonymous Chinese Huan Long Chen.
Members of the company that receives the profits of Albanian oil extortion are Jie Huang, Wen Tao Wang, Huan Long Chen, Ding Zhang, Ju Gao MBA, Yi Guo, Yang Yu and Yu Zhang Liu.
As the administrator of Bankers in Albania, they appointed the 62-year-old Chinese Huanqin Xiao, who has set himself a salary of 1 million euros per year.
Before Huanqin Xiao, the director of Bankers was Qing Fang. Before Qing Fang was the administrator was Xingyun Sun. Before Xingyun Sun, the administrators were Suneel Krishan Gupta, Leonidha Cobo and Richard Ferguson. The only Albanian administrator was Leonidha Cobo, accused by the Bankers themselves of stealing millions of euros, to cover up other thefts./ Prapaskena
