With Report- Information No. 13/1, dated February 24, 2022, of the Ministry of Finance, Prime Minister Edi Rama is informed about a theft of public funds, carried out with the script of former minister Eduard Shalsi, through the State Ministry of Entrepreneurship.
It is about the funds of payments and financial compensations of businesses, as mitigating state aid against the blocking of work during the situation of the "Covid"-19 pandemic; 20 million Euros of which former minister Eduard Shalsi administered, although he had no legal commitment and executive competence as a minister.
With the Normative Act of April 3, 2020, the government tasked the General Directorate of Taxes with providing these salaries and financial compensations in the total value of 135 million Euros, for active businesses according to the payment list of registered employees.
But apparently, on the order of Edi Rama, the former Minister of Finance, Anila Denaj, handed over 20 million Euros in salary and reimbursements to businesses to the Ministry of Entrepreneurship with Minister Eduard Shalsi.
First, these 20 million Euros given for salaries, were addressed in complete violation of the law on the budget and the normative act of the government, to be administered by the former Minister of Enterprise.
Secondly, according to the audit of the Ministry of Finance, the value of 8.5 million Euros was given to 72 closed, deregistered and bankrupt companies by court decisions before 2018, when it was determined that they should be given to businesses that were active before during the "Covid-19" period.
But the scandal deepens further, with the fact that in the report-information sent to Prime Minister Edi Rama, the Ministry of Finance informed him that from the 20 million Euro fund given for salaries and compensations, 11.5 million Euros have disappeared with fictitious documents for allegedly administrative expenses, by order of former minister Eduard Shalsi.
Likewise, 2 months after the dismissal of Eduard Shalsi, the succeeding minister, Edona Bilali, transferred to the Ministry of Finance, the file of the use of 20 million Euros, to eliminate the traces of the theft by transferring documents.
On April 3, 2020, when the total fund of 135 million euros was approved for the salaries and compensations of businesses during the "Covid 19" situation, former minister Eduard Shalsi requested that the entire fund be administered by his ministry, with the argument that this ministry knows business needs.
In fact, Eduard Shalsi asked to administer 80 million Euros of funds for reimbursement of the prices of raw materials for public investment construction companies; and it must be said that Babloku did not give it to him, but included him in the working group for the selection of the winning companies.
We specify that 8.5 million Euros of war wages, former minister Eduard Shalsi, gave to the firms where his wife Eranda Shalsi was paid as a designer and consultant, even to the construction firms that were reimbursed for the prices of raw materials.
