A network of companies linked to relatives of Socialist MP Elisa Spiropali is suspected of having benefited over the years from public funds, tenders and state property, in a period that coincides with her rise to power, raising questions about conflicts of interest and possible favoritism. According to the data, the benefits include hundreds of thousands of euros from public tenders, as well as the lease of 19 hectares of state land for a period of 90 years...
A network of seemingly independent companies show the traces of the hands of the Socialist MP, Elisa Spiropali, in public money and property.
The benefits and prosperity of these companies coincide with Ms. Spiropali's ascent in the power ladder of the Socialist Party, with the support of Edi Rama, from 2013 when he appointed her as director of Customs, until a few weeks ago when he dismissed her as Minister of Foreign Affairs.
One of these lines of interest is camouflaged with the company "Solomon Construction", founded by Spiropali's brother, Enkli Spiropali, today owned by her sister-in-law Blerina Totaj, benefiting from hundreds of thousands of euros of public money and 19 hectares of public land for 90 years.
In September 2022, Elisa Spiropali's husband, Salarjon Totaj, founded the company "ST Consulting", changing its name to SALT, with the object of buying and selling properties, a field that in SPAK reports is considered the most important for money laundering. In addition to his private business, Totaj is also a member of the DPSHTRR Steering Council with a salary of around 9 thousand euros per year.
Previously, Totaj was the director of the Fier Water Supply Company, where he awarded tenders to his brother-in-law (Spiropali's brother), but it turns out that he is also a member of the Supervisory Council of the state-owned gas company Albgaz and director of Support Services at the Transmission System Operator OST. Meanwhile, in 2023, Mrs. Spiropali's husband declared about 40 thousand euros in income from the activity of the company SALT shpk.
In August 2013, a few months after the Socialist Party won the parliamentary elections, Elisa Spiropali's brother, Enkli Spiropali, founded the company "Solomon Construction" in Fier, with the purpose of import-export and wholesale and retail trade of various industrial items. In April 2015, Enkli Spiropali sold the company to Marjus Memushaj, who is Salarjon Totaj's cousin.
Gjatë kohës kur kompania ishte në pronësi të vëllait të Spiropalit dhe pas kalimit formal në emrin e Marjus Memushaj, rezulton ka përfituar para publike nga Ujësjellësi i Fierit kur drejtohej nga Salarjon Totaj. Në 27 mars 2014, bashkëshorti në atë kohë jo zyrtar i Spiropalit, Salarjon Totaj, i jep një tender me vlerë 66 mijë euro vëllait të Spiropalit, Enkli Spiropali.
Pas akuzave publike, në një reagim në Facebook, në shkurt të vitit 2019, zonja Spiropali tha se vëllai i saj nuk kishte përfituar fonde publike, duke mohuar evidencat dhe faktet që tregonin përfitimin në konflikt interesi, madje në formë korruptive.
Nga vitit 2014 deri në 2016, bashkëshorti i Spiropalit i ka dhënë 350 mijë euro tenderë kompanisë së vëllait të Spiropalit.
Në maj të vitit 2024, vëllai i Spiropalit, Enkli Spiropali vendos t’i futet një tjetër biznesi. Ai themelon kompaninë e taksive “Blest Taxi” bashkë me Klodjan Kalldanin, me kapital 100 mijë lekë.
Administrator të kompanisë fillimisht caktojnë Besmir Metanin, i dyshuar si i përfshirë në biznesin kriminal të mashtrimit përmes call centrave. Spiropali dhe Kalldani e nisën biznesin me një flotë prej 5 taksish.
Ndërkaq, kompania “Solomon Construction” e themeluar nga vëllai i Spiropalit do të përfundonte në duart e kunatës së saj, Blerina Totaj. Në tetor 2021, Marjus Memushaj e shet kompaninë “Solomon” tek kompania “Fortes Construction” për 120 mijë euro. Duket si një shitje reale, por faktet tregojnë se bashkëshorti i Spiropalit po kalon kompaninë nga njëra dorë e besuar në tjetrën.
Kompania e projektimit dhe e ndërtimit “Fortes Construction”, e cila bleu kompaninë “Solomon”, është një tjetër linjë biznesi e bashkëshortit të Elisa Spiropalit, Salarjon Totaj. Kompania e themeluar në vitin 2015, me zyra te “Shopping Center” në Tiranë, është në emrin e dy kunatave të Elisa Spiropalit, Blerina dhe Luranda Totaj.
Kompania, e cila operon më shumë si nënkontraktore e firmave që përfitojnë para dhe koncensione publike, qarkullon çdo vit qindra mijëra euro. Blerina Totaj rezulton nyja e interesave të kamufluara të çiftit Elisa Spiropali dhe Salarjon Totaj. Përmes saj, çiftit kontrollon kompaninë e ndërtimit Fortes Construction si dhe kompaninë import-eksport të artikujve të ndryshëm industriale Solomon Construction.
Përmes kompanisë “Solomon Construction”, Totajt kanë siguruar edhe një kontratë qiraje 90-vjeçare me Ministrinë e Bujqësisë për kultivim ullinjsh në sipërfaqe 19 hektarë në pronësi të shtetit në Patos.
Dokumentet e Ministrisë së Bujqësisë thonë se “Solomon Construction” e ka marrë këtë sipërfaqe toke me qira për 90 vjet, me vlerë 465 mijë lekë të reja në vit ose rreth 40 mijë lekë të reja në muaj. Qëllimi i kontratës së qirasë është “kultivimi, prodhimi dhe tregtimi i ullirit për vaj dhe tavolinë”.

BIOFOOD'S is another company owned by Elisa Spiropali's father-in-law, Luan Totaj. The company, with import-export, wholesale and retail trade in and out of the country of fruits - vegetables, food and industrial goods, is located in Frakull e Madhe, Kilometer 2, Levan - Tepelenë Highway, an environment that costs tens of thousands of euros.
Three years after its founding, Luan Totaj sold the company to citizen Beqir Ahmeti for 20 thousand euros. The main financial interests of the Totaj-Spiropali couple are suspected to be related to the design, supervision and approval studio ARKONSTUDIO. Founded just one year after the SP came to power, the company has benefited from tens of millions of euros of public money, creating several lines of clientelism and shadowing corruption with local and central government institutions.
