This article exposes the deep degradation of the “Eqrem Çabej” University of Gjirokastra, as a result of the 13 years of Edi Rama’s government. Under the cover of “European standards”, public higher education has been transformed into a scene of abuse where politics, crime and gangs have replaced merit. Documenting over 20 nepotistic groups, where lecturers become yesterday’s sanitation workers, where the children of the staff receive diplomas without setting foot in the auditorium, and where teaching takes place only on exam days, the author reveals a shocking reality: lack of financial transparency, plagiarism, selling grades, immigrant students who only come in September, unaccredited programs and a spider web of influences that are leading the institution towards Absolute Zero.
In 13 years of governance, Edi Rama, who boasts about raising standards and entering Europe, has actually destroyed even those traditional pillars created for years in Albania.
One of these pillars is the education network, especially that of public higher education, which has degraded to a deplorable level, as a result of the interference of politics, gangs, corruption, and crime.
One of the most sensational examples of this degradation is the network of former higher education institutes, which after '90 received the status of universities. Namely the triangle Shkodra, Elbasan, Gjirokastër, where creative minds are not only not helped but are stifled and violated by political interference.
While in Shkodra the political and criminal mafia is fighting hard with the rector Tonin Gjuraj who has taken on the task of reforming the "Luigj Gurakuqi" university; in Gjirokastra, "Eqerem Çabej" is suffering day by day from a situation that is ruining it.
The University of Gjirokastra has turned into an 18th-century Ottoman court. Children, brothers, sisters, sisters-in-law, and courtiers are employed and promoted there, as if we were living in a medieval beyler's reserve.
The nepotism scheme is original, completely unimaginable even when it simply reflects horizontal nepotism connections, because if vertical family and political connections between groups were included, then we would be dealing with a large nepotism spider web badly entangled with the web of local political influences.
This abuse scheme is completely original and is far removed from the signs of the broader crisis that has gripped public higher education institutions in Albania.
Në këtë universitet, hyn në staf si sanitare ose sekretare dhe vazhdon karrierën si pedagoge, më tej ngrihesh në detyrë si shefe departamenti.
Rasti më i fundit në këtë universitet është kur hyn sanitare dhe përfundon eksperte e kurrikulave. O Tempora o Mores!
Problemet e plagjiaturës, shit-blerja e notave, mos zhvillimi i leksioneve dhe seminareve, mosfrekuentimi nga studentët, auditorët e boshatisur, regjistrimet fiktive të studentëve, rekrutimet nepotike dhe politike të stafit akademik dhe administrativ, kanë bërë që besueshmëria e diplomës së këtij universiteti të shkojë drejt Zeros Absolute.
Fëmijët e personelit akademik dhe administrativ kanë nga 1, 2 dhe 3 diploma të këtij universiteti fantazmë, që edhe pse nuk janë ulur asnjë ditë në auditorët e universitetit, zotërojnë diploma të shumëllojshme.
Në universitet bëhët pak ose aspak mësim. Vetëm kur njoftohen se do të ketë kontrolle nga Ministria e Arsimit, bëhet mësim formal me studentë që merrën në telefon nga vetë pedagogët për të qenë prezent ditën e kontrollit.
Shqetësim i madh është menaxhimi i fondeve financiare pa transparencë dhe pallogaridhënie të qartë për përdorimin e tyre.
Fondet ndahen sipas skemës nepotike dhe politike. Ky institucion ka dështuar si institucion lider akademik në aplikimet për projektet ndërkombëtare dhe europiane, por angazhohet si partner sepse një % e madhe e trupës akademike nuk zotërojnë asnjë gjuhë të huaj.
Administrata përfshin një numër jashtëzakonisht të madh punonjësish administrativ me funksione të paargumentuara.
Rreth 40 % e numrit te studentëve të universitetit janë emigrantë dhe vijne në institucion vetëm në sezonin e provimeve të shtatorit, për të dhëne provimet dhe detyrimet tek pedagoget.
Kjo gjë shmang përgjegjësinë e pedagogëve për mos prezencë në seminare dhe leksione gjatë gjithë vitit mësimor. Pra studentet e këtij universiteti, gjatë vitit nuk shkojne asnjë orë në sallat e leksioneve dhe seminareve, por vetëm në provime (një herë në vit).
Pasojat: Numri i studentëve në pikiatë. mbyllje e programeve mesimore të degëve dhe departamenteve, shpërndahen çertifikata të pa legalizuara zyrtarisht, sepse institucioni për të justifikuar mungesën e studentëve në Bachelor e Master dhe për të ekzistuar, mashtron me çeljen e shkollave profesionale 2 vjeçare të pa akredituara fare, ku qindra nxënës me mesatare të ulët që ndjekin mësime në sistemin 2 vjeçar në statistika paraqiten si studentë.
Ja skema nepotike reale në universitetin publik “Eqrem Çabej":
1. Grupi Boboli: Aleksandër, Zamira, Irena, Valentina, Donika Boboli (të 5-të pedagogë të degës greqisht, brenda grupit; burrë, grua dhe kushërinj.
2. Grupi Barka: Panajoti (ish-Përgjegjës i Degës Greqisht dhe Elvira Barka (burrë e grua, 2 pedagogë)
3. Grupi Mema: Bektash Mema (ish-Rektor, aktualisht pedagog), Griselda dhe Maldin Mema, Elona Memisha (babai, vjerri, djali dhe nusja e djalit, 3 pedagogë dhe 1 sekretare).
4. Sala Group: Gëzim Sala (former Rector, currently Vice-Rector for the Teaching Process and lecturer), Kozeta and Leonard Sala (husband, wife and son, 3 lecturers).
5. Hasani Group: Vladimir Hasani (former Rector, currently lecturer), Evgjeni Hasani (lecturer) (2 lecturers, a man and a woman).
6. Terpo Group: Dhori Terpo (currently Chairman of the University Board and lecturer), Afërdita and Majlinda Terpo (brother and 2 sisters, 3 lecturers)
7. Isaraj Group: Merita (Hysi) Isaraj (currently Vice-Rector. Head of External Relations of the university, Chair of the Administrative Board, Chair of the Gjirokastër Municipal Council and English lecturer, dubbed the "lovebird" of the university), Elira Isaraj, Velma Hysi, Parashqevi Islamaj (2 sisters-in-law and 2 first cousins of the Vice-Rector, 4 lecturers).
8. Peta Group: Eva Peta (teacher) and Belinda Xarba (2 teachers) (sisters)
9. The Shehu Group: Evelina & Valentina Shehu (sister-in-law) Fotini, Edlira and Oltion Shehu (mother, daughter and grandson, all 5 administrative employees).
10. Kllapi Group: Drita Kllapi (teacher) E. Kllapi Alban Kllapi (2 sisters and 1 nephew in administration).
11. Xhaji Group: Marjanthi Xhaji, director of the Finance Department, Athina Xhaji, daughter-in-law of the son candidate for pedagogue (2 people).
12. Malo Group: Sadik Malo (Dean of Natural Sciences) Irisa Malo, Matilda Malo, chemistry laboratory assistant. (Father and daughter, 2 lecturers and 1 daughter-in-law, laboratory assistant).
13. Golemi Group: Semi Golemi (Chancellor & Administrator), Marsela Pinari (CU teacher), Elvis Shalari (teacher) (2 siblings, 2 cousins)
14. Neviri Group: Silvana Neviri (pedagogue) and Gentian Neviri (driver), (pedagogy and driver, husband and wife)
15. Çabeli Group: Loreta Çabeli (teacher) and Mimoza Çabeli (2 teachers, sisters-in-law)
16. Miçoni Group: Harallamb Miçoni and Erleva Hysi (2 lecturers, brothers-in-law)
17. Koçiu Group: Lorenc Koçiu (teacher and Dean of Economics) and A. Koçiu (teacher) (2 male and female teachers).
18. Hasani Group: Ladi Hasani (teacher) & Evgjeni Hasani (teacher, husband and wife),
19. Vllaho Group: Zamira Vllaho (former head of the Nursing Department) Arjan Vllaho (2 lecturers, husband and wife).
20. Çelo Group: Robert Çelo (Deputy Dean of Economics and lecturer) Konstandin Çelo (uncle and nephew, 2 lecturers).
Finally: Negative perceptions, nepotistic and political schemes, lack of transparency in the use of income, lack of accountability, lack of teaching are choking and leading the “Eqrem Çabej” University of Gjirokastra towards complete bankruptcy. Nepotistic groups are consciously sitting on the branch that they are constantly hitting with axes, with the short-sighted logic of “Whatever is done, whatever is done”, or “Whatever is taken, whatever is taken”./ Pamphlet

Pamfleti, Gjirokasta aq banore ka. Ku ti gjej pedagoget? Apo te vijnë nga Greqia? Perveç rasteve kur jane burre e grua te tjerat janë fjalë dhe vetem fjale, jo fakte
Haha, ku ti gjeje pedegoget dhe puneson turli fare pedagogesh qe vetem pedagoge nuk jane, dhe te gjithe me tituj shkencore. Nje skandal i vertete. Ai institutucion duhet te mbyllet ashtu sic eshte katandisur. Po nxjerr me dhjetra dhe qindra diplomante injorante qe diplomat i marrin vetem me korrupsion sepse rekuentohet nga studente medioker me mesatare shume te ulet. dhe kjo situate skandaloze ka vite e vite qe ekziston. Nuk eshte me mire gjendja edhe ne institucionet analoge te vendit. Arsimi i larte ne rrethe ka prekur fundin. Dhe qeveria ka zero reagim per kete situate ne arsimin e larte.
Ai institucion arsimor duhet te mbyllet. nxjert vetem diplomante medioker prej vitesh se dhe stafi pedagogjik eshte medioker!
