
4.3 hectares of park massacred in Tirana, urban massacre in the name of personal interest and the silence of institutions...
Ten days before the May 11 elections, the Municipality of Tirana granted rapper Noizy, a close friend of Prime Minister Edi Rama, a temporary permit to use public space in the large Artificial Lake park.
On paper, the permit signed by the Municipality's General Secretary, Jonida Halili, authorized the use of only 120 square meters for the concert stage and 50 meters for advertising space. But in reality, on the ground, over 42 thousand square meters of greenery have been usurped, where trees have been uprooted, the ground leveled and paved with gravel, turning the area into an open construction site.

This is not a minor diversion for a cultural activity, but a well-coordinated operation by the construction mafia, supported by the prime minister himself, to prepare the ground for new construction in the heart of the park.
The fact that no public square or concert hall, which the Municipality administers, was used clearly proves that the concert was simply a cover for the subsequent construction of towers in this area. Behind Noizy's concert stand two well-known names in the Rama district, builders Ilir Trebicka and Ylli Ujka, who have previously received building permits for luxury projects in Tirana, including the Grand Park Skyline tower and the Philipp Plein hotel, within the perimeter of the park and adjacent to the Republic Guard.
The institutions that should have been the first to react have also joined the environmental massacre with complete silence. The State Police, the Institute of Environmental Protection and the Ministry of Environment have not issued any statements, have not conducted any inspections and have not stopped any work equipment, although the law has been flagrantly violated. The temporary use permit has been transformed into an excuse to prepare a construction site on the green space that belongs to the citizens of Tirana.
In this entire political and financial scenario, Noizy has played the role of Babloku's "electoral whistleblower", turned into a propaganda tool in the campaign and an unhindered interloper in one of the most sensitive areas of Tirana. He is not only an artist, but a figure publicly promoted by Prime Minister Rama, protected from investigations and favored by every state structure. His connection with power is inseparable and indisputable, as is the silence of the institutions that should have acted for this destruction.
After the concert ends on June 8, 2025, instead of restoring the greenery, the area is expected to be left open and converted into an urban development zone by decision of the Territorial Development Agency. The agreement between the Municipality of Tirana, the Ministry of Environment and the Prime Minister's Office to remove the park from the map and turn it into construction land was reached silently and by order from above. This is not the first time that interventions in the name of development have been carried out in such a mafia-like manner. But it is one of the most flagrant cases where an entire public area, of extraordinary value to the city, is violated in the name of private interest and institutional silence.
If justice does not react to this case, then the protection of the park has finally capitulated. If SPAK and the Prosecutor's Office do not begin an investigation into the abuse of powers, the usurpation of public territory and its transformation into a construction site, then they remain complicit with the builders and politicians who ordered this crime. Because Tirana no longer needs propaganda concerts, but the protection of the little greenery that remains./ Pamphlet
