This order was announced by the Deputy Director of the US Department of Justice, Stephen Fields, during meetings in Tirana on May 19-23, 2025, with the Minister of Interior, Ervin Hoxha, the Director of Police, Ilir Proda, and the Director of SPAK, Altin Dumani, to crack down on organized crime, drug cartels operating in Albania and to freeze their economic assets.

Why have the police for 12 years and SPAK for 5 and a half years not filtered the economic activity of business-trafficker Gjergj Luca, when they have reports from DEA, EUROPOL and other partner agencies, about the creation and management of a structured international drug trafficking group?
The American justice system has detailed information, including about the Gjergj Luca case and his close economic-financial ties with Prime Minister Edi Rama, ties that are the only obstacle to his not being affected by the Albanian police and justice system.
