On May 28, 2025, referring to information from sources within the BKH, "Pamfleti" reported on the launch of an investigation at the State Archives, ordered by the head of SPAK; based on denunciations, reports and information sent by the SHISH's Anti-Economic Crime Unit, for document manipulation at the State Archives.
Object of investigation, massacre in archive records and beneficiary forgers
This concerns large areas of land in coastal areas and within and on the outskirts of the cities of Tirana, Durrës, Vlorë, Sarandë, Lezhë, Shkodër, Elbasan, Korçë, Pogradec, Fier, etc., for which data and records have been falsified and disappeared, and replaced with false data.
When the investigation began, based on documents previously collected by whistleblowers and informants, 837 properties with falsified data were found in the State Archives registers, through which state and private land in the most coveted coastal and urban areas was plundered.
The investigation by the BKH would establish who were the illegal beneficiaries of the assets looted with forged documents and which heads, employees and specialists of the State Archives had replaced the original documents with forged documents.
But in mid-September 2025, just two weeks after the departure of the Director of the BKH, Aida Hajnaj, SPAK ordered the acting director of the BKH, Joni Keta, to terminate the investigation at the Central State Archives and destroy the materials collected during the 5-month investigation.
Why and for what was the BKH investigation into forgeries in the State Archives canceled?

One of the cases under investigation was the "Koleka" file of Edi Rama's family members, suspected of obtaining 22.4 hectares of land in the village of Vuno, Himara, provided with false documents by the Property Treatment Agency, referring to a fabricated document as authentic, issued by the State Archives.
During the investigation, the BKH would provide answers to these doubts:
Were the documents in the “Koleka” file real or produced post-factum?
Why were the documents submitted by the “Kolekas” of Babloku immediately recognized by the Property Treatment Agency, with a decision to return and register them in the Cadastre?
Why are there no “authentic historical traces” in the State Archives for the “Koleka” tribe as owners of 22.4 hectares of land in Vuno, Himara?
Why did the Archives not provide the archival document of the ownership of the “Koleka” tribe to the interested parties who had filed complaints and initiated legal proceedings, to conduct a legal expertise?
Is the cancellation of the investigation related, among other things and most importantly, to the “Koleka” property file?
Suspicion over director Ardit Bido; Babloku made him a deputy after the investigation was launched
The suspicion is reinforced by the fact that the Director of the State Archives, Ardit Bido, was the main subject in the investigation file, as the person responsible for the falsification of documents of many properties; while only 1 month after the start of the preliminary investigation, Edi Rama included him in the list of candidates for deputy.
Ardit Bido himself tried to remove responsibility from himself, stating that "the documents for the lands of the 'Koleka' tribe were entered in the archive in 2001 by order of Ilir Meta", but now the investigation into the Bablok deputy has been canceled. / Pamphlet
E gjithe procedura ne lidhje me 22.4 ha toke, qe u takojne Kolekeve eshte nje afere e paster korruptive, e cila i ka rrenjet tek posti i kryeministrit qe Rama mban. E them me dijeni dhe bindje te plote, qe po te kishin gjithe kete pasuri Koleket e Vunoit nuk do kishin emigruar ne France. Eshte bere nje grabitje e madhe ne bregdetin e Vlores, sidomos ne fshatrat e Himares. Grabitje tokash, mbivendosje, tjetersim, zhdukje e dosjeve arkivore, asgjesim i tyre, falsifikim etj. Eshte nje katrahure kombetare, por sidomos, kjo qe ka ndodhur ne kadastren e Vlores, nga neosmanet e rinj, nga hajdutet, nga matrapazet, nga bijte e karakurvave, nga turkoshaket pseudoshqiptare, nga mafiozet politike, nga mafiozet nenpunesa te shtetit, tejkalon çdo aspekt moral, ligjor dhe shoqeror. Te kesh jetuar me qindra vjet ne Palase, apo Vuno etj, te jesh nje fshat 100%homogjen kristian, ku nuk ju dorezove turkut per shekuj, duke rezistuar, luftuar dhe paguar xhizjen, dhe te te vijne turkoshaket e rinj demokrate te çdo krahu, kjo eshte anishqiptare, antinjerezore, eshte genocid brenda kombit, eshte pushtim, vrasje, pushkatim te drejtash dhe vlerash, eshte osmanizim. Njoh dhe e di me saktesi, psh ne Palase, tokat e fisit Babe, 26 dynym jane zhdukur pa gjurme. Kush i morri? Po kjo jo vetem aty. Ne gjithe Himaren. Eshte nje katrahure pseudoshqiptare, prandaj jemi ketu ku jemi, te degjeneruar dhe te mallkuar deri ne palce.

Prisni dhe pak durim. Kur në SPAK bëhen Kallzime Penale, çështja nuk trajtohet administrativisht por proçedurialisht. Meqë Z.Ardit Bido e zgjodhi nipi i 'Kolekës', "Deputet" , ky ofiq i ri, nuk e shpëton nga përgjegjësia penale.

ATDHEU FILLON TE TOKA. A janë kolekët regjistrues të parë në ato troje? Në këtë realitet ektraligjor 'Kasta' konfirmon tezat antikombëtare që: "shqiptarët janë endacak, ku i mbjell si korr, Serbët dhe Grekët janë autokton qysh së pari". Nga veriu si lejon Serbia(çubroloviçët e Tiranës). Kur komuniteti çam protestoji para parlamentit pë rezolutë e paraqitur, policia zervisto-çurboviçiane i gjakosi vëllezërit tanë çam. Tashti që tokë, troje, pasuri nën e mbi tokësore i kanë grabitur bashkarisht 'Kasta' politike e Tiranës dhe Venizellos-zervistët, komuniteti çam nuk proteston. Nuk e ngre zërin as Partia e Shpëtim Idrizit. Partia identifikohet me njeriun SH.I dhe jo si Parti e komunitetit çam. Pa lëvizje dhe veprim politik nuk ka vëmëndje nga fuqitë globale. Na i futi Anglia në 1913 ,në 1915 në 1918 dhe kaq. Shyqyr zotit i tha mëndja,zëmra dhe interesi gjeostrategjik SHBA dhe u krijua Shteti i Kosovës. Tash jemi në shpresë të SHBA.
Kur ska shtet dhe drejtesia nuk ben drejtesi ishalla do dali ndonji ti ndaloje keto poshtersira qe mbolli ky sharlatan Kryeminister qe i ben te gjitha zoti do i denoj kush i ka bere ketij vendi dhe ketij populli.
