The Legal Director of the Albanian Post, Hipokrat Biba, has been retained in office by 3 directors, for his ability as a master of creating fictitious tenders, with anti-legal procedures and forgeries.
In the 4 years 2020-2024, the Internal Audit of the Albanian Post revealed corruption and theft with tenders, auctions, rental contracts, the partnership with ONE-Albania and the postal service's revenues, which are the authorship of the Legal Director, Hipokrat Biba.
The Audit Directorate submitted to the 3 former directors Laert Duraj, Ervin Bushati and Ardit Demiri, reports with data on legal violations and financial damages caused by orders of the Legal Director, Hipokrat Biba, accompanied by a proposal for criminal charges to SPAK.
But the 3 former directors after 2020 did not allow the criminal report of the abuser Hipokrat Biba, because every fictitious procedure, forgery, uncompetitive tender, non-implementation of contracts and theft of funds, he did on their orders and in agreement and sharing of benefits with them, therefore the directors left this master of abuses, brave enough to sign and keep his mouth shut, to each other in office.
A few days ago, "Pamfleti" published a fact from the Internal Audit report of the Albanian Post, regarding 243 procurement procedures and 72 contracts after 2020, of which, 213 with serious legal violations, causing the company 31 million euros in damages.
Other deeds of director Hipokrat Biba, with paid tenders and no services provided
- In January 2022, the Albanian Post announced that it distributed 500,000 envelopes with the 12 questions of the public consultation on allowing online betting and cannabis cultivation, while the tender worth 400 million lek, Legal Director Hipokrat Biba fictitiously announced in February and carried out in March, making the letters fake, as if the envelopes had been delivered to families.
- On November 16, 2023, director Hipokrat Biba fabricated and made fictitious letters, allegedly for the purchase of safes worth 100 million lek, while during the years 2020-2022 he had made 4 tenders for the purchase of safes worth 830 million lek, but the safes did not go to the Albanian Post.
- On July 30, 2021, the State Bank revoked the Albanian Post's foreign exchange license; but the director, Hipokrat Biba, presented false letters as if the license had not been revoked and the activity continued illegally, with income ending up in his and his bosses' pockets.
- On October 26, 2022, ten days after the appointment of Elbasan resident Adrit Demiri as Post Director, he, together with his friend from Elbasan, legal director Hipokrat Biba, changed the legal specifications and increased the funds of 45 tenders that had not been announced by 50-80%, while for the announced tenders they increased them by 40-60%.
- In December 2022, two Elbasan residents, Ardit Demiri and Hipokrat Biba, drafted a plan with 83 fictitious tenders, not planned in the Post's budget, with the object of investments in offices, purchase of equipment, furniture, internet, cars, motorcycles, bicycles, stationery, electronic services, etc.
- In the 2023 audit report, there is the trace of the Legal Director, Hipokrat Biba, in the disappearance of the file of the former state-owned company "Interpost Sh.pk", which was merged within the Albanian Post, creating space for the theft of revenues from international postal services.
- On January 31, 2022, Hipokrat Biba finalized the tender procedure with a contract value of 960 million lek, for the alleged purchase of internet from a contractor, who would equip the Albanian Post offices with "WiFi" for 2 years, but the millions were given and the contract was not implemented.
If SPAK decides to investigate the Legal Director of the Albanian Post, Hipokrat Biba; the evidence of corruption, theft and forgery that this "master" has drafted and signed is in the finance, tender and auction files./ Pamphlet
