Prime Minister Edi Rama does not stop with his orders to favor the fish company "Rozafa" of trafficker Gjergj Luca, blocking and destroying other businesses with legal and correct activities with obligations to the state.
He has ordered government structures to block the work of 73 companies engaged in mussel cultivation in Lake Buf-Xarra near Butrint in Saranda, by not renewing the permits and contracts they have had for 30 years.
On March 1, 2025, a representation of mussel farmers entered the Saranda Municipal Council meeting, protesting by throwing a crate of mussels in front of the socialist councilors, but they have neither the power nor the courage to speak, because the order was given by Babloku.
These people are not working because the government is not renewing their permits and contracts, in order to fish and cultivate mussels in the lake. Only the trafficker Gjergj Luca, who has the vision to rob and occupy any business space, and Babloku donates it to the government with or without a decision.
This is what he did with the mussel business, ordering the non-renewal of permits for 73 entities that cultivate mussels, with the aim of ensuring that this business in Butrint is only carried out by trafficker Gjergj Luca, who has taken over the use of the Buf-Xarra Lake and the Rrëza Water Dam through PPP.
These concessions in the Butrint area were granted to Gjergj Luca by the former Minister of Agriculture, Bledar Çuçi, through a fictitious auction held on September 17, 2020, with a term of 10 years, but with the right to repeat the PPP contract two more times for 10 years.
At the auction, the "Rozafa" company of trafficker Gjergj Luca was presented as an alleged partner with the "KlerisB Sh.pk" company, with Nipt: M04102801U and owner Ilirjan Skënderin, which according to the register of the National Business Center, turns out to have been created 1 month after the concession was created.
