Rama tested public opinion, but it didn't turn out as he expected. In polls conducted by the SP itself, support for SPAK has increased more after Veliaj's arrest, while Rama's attacks have not been supported. For this reason, the prime minister has changed course and no longer mentions SPAK. He has even instructed MPs not to attack him anymore.
But this does not mean that he has given up on the plan to "put the Special Structure on track". Rama himself has said that European standards are needed and Fatmir Xhafa's commission will come into play, which continues its work despite the fact that the DP has boycotted it. In its last meeting a few days ago, this commission decided to extend its working deadlines until July 30.
" The Special Committee also approved the request submitted by Ms. Lefterije Luzi, Head of the Technical Secretariat, to extend the validity period of this Committee until July 30, 2025, to allow time for experts to reflect on the suggestions and comments received during the technical discussions on the completion of the National Action Plan for the three pillars. The request approved by the special committee will be forwarded for consideration to the Conference of Presidents and the plenary session ," the committee announced.

Many elements must definitely be taken into account. First, if the SP will continue to be in power, because if the DP comes, this commission will likely not exist, since Berisha will merge SPAK with other methods.
But according to sources, Edi Rama aims to have a more consolidated majority. Even if the PS may not have 84 mandates, he aims to achieve them with alliances, introducing Tom Doshi or other MPs into this mix. If the magic number of 84 votes is reached, it is expected that substantial changes will be made that will limit SPAK's arrests.
