On January 1, 2019, Prime Minister Edi Rama, in order to create a monopoly controlled by his brother and his clan, closed down legal sports betting, on the pretext that it was a cause of family conflicts and crimes between individuals, only allowing casino activity in hotels and resorts.
In April 2024, five years after the blockade, he passed the law that reopened online sports betting with only 10 licenses, but the law was not implemented for 2 years, allowing criminal groups linked to the government and police hierarchy to continue their activity without a license.
Using the Director of the Licensing Commission, Gjergji Taho, and Minister Petrit Malaj, Prime Minister Edi Rama deliberately blocked licenses to allow betting by illegal groups "333", "CR7", "B3T", "Arena", "Modig", "Trodo Caffe", "Fair Play Bast", "Barcelona", "Viena", etc.
The fact that illegal betting activity was out of the control of the prime ministerial clan forced Edi Rama to sign the decision to launch license applications on March 26, 2026.
As is understood, Edi Rama has closed the deals with the 10 clients to whom he will grant the licenses, while the Minister of Finance, the Director of Games of Chance and the head of the Licensing Commission will conduct the formal competition and sign the winning announcement of the firms that will receive the 10 betting licenses.
Decision No. 194, dated March 26, 2026, determines the criteria for evaluating applicants, deadlines, competition procedure, scoring methodology and selection of private entities that will request licenses for online sports betting activities.
Through a competitive procedure, 10 entities will be selected that will be provided with licenses for 10 years, acting as if no application had been made, when as "Pamfleti" reported 2 months ago, 30 applications had been made by December 31, 2025.
The government's decision states that the competition for licenses will be open and equal according to established criteria, but in order to award the 10 licenses to those with whom Edi Rama bargained, the procedure is designed to select and license 10 predetermined entities.
One of the tricks is this: Applications are submitted only by Joint Stock Company entities, but applications can also be made by a union of legal entities that are not joint stock companies, which means that 4-5 individuals registered as "Natural Person" are entitled to receive a license.
The law stipulated that any entity applying for a betting license must be in partnership with a foreign entity, have had gambling activities in 3 EU/OECD countries for the last 3 years; have achieved a turnover of no less than 20 million euros in the last year and have 1.2 billion lek set aside as a guarantee for the activity in Albania.
While in the government decision dated March 26, 2026, these criteria were not established, replacing them only with the condition that each applicant for a betting license must pay 500 thousand lek in advance, as a guarantee to be accepted into the competition./ Pamphlet
