These thousands of Euros, which with the exchange rate of that time, were 50 million lek, were given to Ylli Shehu for the construction of a hotel disguised as "Bujtina Shehu" on the side of the national road in Buzëmadhe of Kukës.
According to the investigative report No. 23-1/UE-OLAF-ALB, dated October 11, 2023, the Anti-Fraud and Anti-Corruption Office "OLAF" of the EU submitted to SPAK, it turns out that the grant was given for free from EU funds, in violation of the criteria of according to the "IPARD 2020" program, the grants of this package were intended only for agricultural greenhouses and small family livestock herds worth up to 2,000 Euros for each farmer, excluding from these criteria any state official and hotel construction as a so-called guest house.
While the Director of IKMT-Tirana, Ylli Shehu, in addition to the hotel, was given 41,000 Euros that should have been given to 20 farmers of Kukës; it was given to him at the time when he was a deputy and re-candidated for SP deputy.
According to the investigative report of the Anti-Fraud and Anti-Corruption Office "OLAF", the fraud has been proven, that the director of AZHBR, Frida Krifca, gave the grand to him 3 years after the Inn (hotel) of the Director of IKMT, Ylli Shehu, was built. which means that they were given as a reward for joining the SP; there is even a gas station at the entrance of the Hotel by the national road.
The fact is impressive that during the period March 24-April 15, 2021, 76 farmers from Kukësi applied for EU grants to AZHBR, but Frida Krifca gave all the funds to former MP Ylli Shehu.
