FIRST CASE/ Construction of the South-Eastern Terminal of Tirana, for passengers of the Tirana-Elbasan-Pogradec-Korcë-Ersekë lines, 100% financed by the trafficker Roland Ziu, granted as a concessionary service for 20 years by the Municipality of Tirana, with Decision No. . 86 dated 29.12.2016.
The mayor Erjon Veliaj started the shopping for this concession in December 2015, only 6 months after receiving the first mandate, by approving the "Praslin investment" firm of the trafficker Roland Ziu, the request for the construction of the Eastern Terminal of Tirana, with Letter No. . 21864, dated 18.12. 2015.

While the former Minister of the Interior, Bledar Çuçi, has public and official connections with the trafficker Roland Ziu as a partner in the yacht firm "Albanian Sailing Club" created on June 20, 2019.
There are indications that they are partners in the concession "Kepi i Rodoni Yacht Port", granted to Roland Ziut on October 7, 2019 by Edi Rama, in a 30-hectare coastal area owned by the state, free of charge and with a term of 35 years.
SECOND CASE/ The investment of nearly 100 million Euros, by the trafficker Ervin Luan Mata, in the construction of the 100-meter high tower, called "Exhibition Building", located between the Court and the Police Directorate-Tirana.
The construction permit for the tower was granted on November 8, 2019, proposed by Mayor Erjon Veliaj and approved and signed by Prime Minister Edi Rama as Chairman of the National Council of the Territory and by Belinda Balluku as Minister of Infrastructure.
For 8 years, trafficker Ervin Mata, known as "Boli" of the singer Elvana Gjata, also under investigation by SPAK for money laundering; has been targeted and pursued by the DEA and EUROPOL.
But the Albanian side, although it has been informed by them, for the international drug trafficking that Ervin Mata was doing and for the laundering of millions in the concerts of Elvana Tjata, in the purchase of villas in the USA through Aunt Adriana Berberi of the Competition Authority and the construction of towers, has not acted to Ervin Mata, because he has a connection of interests with Prime Minister Edi Rama.
