By order of Edi Rama given to the deputies of the parliamentary majority, on December 22, 2022, the new law on decorations was approved, most of which Babloku took away as a competence of Bajram and transferred it to himself.
According to the law, the president has the right to award only 11 types of low-level decorations, but in total, no more than 23 such decorations per year, while only Edi Rama gives high-level ones.
However, in the new law on decorations, Babloku has taken care to award Sali Berisha and Ilir Meta with high honor titles, one "non-grata" and the other ready for "non-grata", both with several family files of crimes and corruption in SPAK.
Publicly, Edi Rama calls Sali Berisha and Ilir Meta "the scum of Albania's history" and denigrates them morally, but in article 8, point 4 of Law 94/2023 that he changed on decorations, it is stated who has been Prime Minister, President and Speaker of the Assembly, he is called "The Great Star of Albania".
According to the law, Sali Berisha and Ilir Metaj, as former presidents, prime minister and speaker of the parliament, since January 13, 2023, have benefited from the "Big Star of Albania" decoration, which is equally valid with the high state and national decoration. Order of Skanderbeg".
But the honoring of Sali Berisha and Ilir Meta does not end there, according to point 5 of article 8 of the law, it is stated: - Holders of the "Big Star" decoration are part of the priority in the state ceremonial activities of the Republic of Albania.
While in point 6 of the law, it is defined as an obligation of the State Protocol, that the holders of the "Ylli i Magh" decoration Sali Berisha and Ilir Metaj, after their death, are paid homage and escorted to the cemetery, with official ceremonies and military honors.
So, 1 and a half years after the declaration of Sali Berisha as "non-grata" and 6 years after the denigration of Ilir Meta with the epithet "Like gold", Prime Minister Edi Rama changed the law on decorations, honoring him with the highest decoration of the state nation and made them part of state ceremonies.
During the tenure of office and after leaving it, Bajram Begaj and Lindita Nikolla are called "Big Star of Albania"; but also Gramoz Ruçi, Servet Pëllumbi, Rexhep Mejdani, Skënder Gjinushi, Alfred e Moisiu, Mabule Çeço, Jozefina Topalli and Bamir Topi, who will be escorted by ball.
