During the election process in state universities, those rectors seeking a second term focused on buying the votes of lecturers and students, while those who were not allowed by the law for a third term and surrendered their positions, went into action to sell as many tenders as possible.
One of them is Skender Topi, now former Rector of "Aleksandër Xhuvani" University of Elbasan; who in the last 6 months of his stay in office January-June 2024, almost abandoned the academic direction and focused on economic negotiations.
Rector Skënder Topi finalized the last tender on June 11, 2024, just 10 days before the elections and the end of the mandate, "dropping" a 600,000 Euro fund for the private police service at the University of Elbasan.
This tender was developed with an accelerated procedure without competition, awarding 100% of the value of the limit fund to the firm "UEVI-2015 Sh.pk" of his friend Fatbardha Rokaj; as an allegedly urgent need to guarantee the service of the private police.
In fact, the value of the tender is nearly 1.2 million Euros with VAT for 2 years of service with the private police, but the rector Skënder Topi has used the trick of dividing it into two parts with mini-contracts of 1 year, starting with the first contract of 600 thousand Euro and the second part guaranteed to the firm "UEVI-2015 Sh.pk".
He signed this tender on June 11, 2024, when according to the law, 2 months before the end of the mandate, rectors do not have the right to sign financial acts, except for employee salaries and any emergency expenses, while the private police service is not an emergency, because the existing contract is until the month of September.
