BKH has submitted many evidences of interests in Ilir Meta's connections with the builder Dod Doçi, but in May 2022, these evidences and their connections were removed from the investigation file by the former head of SPAK, Arben Kraja.
During the days after leaving SPAK, Ilir Meta said only once, the fact that he was asked about the connections with the builder Dod Doçi of the "Lura" company, who since 2003 has built the 5 "Lura" complexes in Lalz, where they received villas; Sali Berisha, Ilir Meta, the former head of SPAK, Arben Kraja and a very large number of ministers, former ministers and high officials.
In fact, out of 3 hours and 20 minutes locked up in SPAK, the person under investigation, Ilir Meta, was only questioned for 1 hour about the connection of interests that he had and has with Dod Doçi, the builder of the "Lura" complexes in Lalz, which turns out that is the builder of Ilir Meta's villa.
Regarding the luxury villa, based on the investigation file of the BKH, the reports of SHISH, Anti-crime, the Directorate of Prevention and Money Laundering and in many denunciations, the prosecutors asked Ilir Meta to prove with documents the source of the ownership of the land, the construction company, the cost of construction, furnishing, external environments and the source of their financing.
Ilir Meta did not have any documents for the legal financial source of the construction of the villa, stating that the finances were handled by Monika Kryemadhi and her brother, but he admitted that the construction work was done for free by the firm "Lura", as gratitude for friendship with the owner Dod Doçi.
While the day before that, Monika Kryemadhi had declared in SPAK that Ilir Meta was involved in the construction of the villa; but he said that he knew that Gentian Sula gave him the 1825 m2 land in Lalz, in exchange for a 67 m2 apartment in Tirana, while the funds were given to him by his mother and brother.
The prosecutors asked Ilir Meta when and under what circumstances he met Dod Doçi; on what motives he was continuing his close relationship with her; and if, in addition to the villa, he had received villas, apartments and other commercial units from the firm "Lura Sh.pk" in Lalz, Durrës, Tirana and Shengjin.
Ilir Meta was asked if when he was Prime Minister, Deputy Prime Minister, Minister of Economy and Speaker of the Assembly until 2017; did he help him or not, Dod Doçin with construction permits, donations of state lands and the granting of agricultural lands as an alleged farmer of Maminas, with the cork of Law 7501.
Because, during the time when Ilir Meta was in power with the SP, DP and Rilindje, Dod Doçi took 181 hectares of state land in Lalz, where he built 5 "Lura" complexes; 110 hectares of which he got after Ilir Meta built his villa in Lalz.
The person under investigation, Ilir Meta, was asked if he, his wife, parents, mother-in-law, brother-in-law or his dependents and trusted friends, have benefited from residential and service facilities in the "Petrela" complex on Ri-Tirana Boulevard, or in the complexes in Lalz "Lura 2" launched in 2012, "Lura 3" launched in 2013, "Lura 4" launched in 2017 and "Lura 5" launched in 2021.
