Erdit Tepelena, a direct partner of Enea Mitri, operates unscathed at the head of a network of call centers with a medical facade, with the warm arms of a family member in the judiciary. Through the companies E&E Holding and DigiDoc Doctors, the structured criminal group has stolen millions of euros from European citizens, based in Tirana and Dubai.
The last month has been hot for call centers in Albania, with successive operations, raids in Tirana and the surrounding areas, handcuffs and seizures. But one group has not been affected at all and one name is missing from the lists of those arrested. Erdit Tepelena, direct partner of Enea Mitri and one of the main leaders in Tirana of the fraud with serious consequences of European citizens, continues unabated, with the warm arms of a family member in the justice system.
Enea Mitri has risen to the level of a structured criminal group and continues its activity under strong and multiple police guarantees. Due to the circulation of large sums of money, Mitri has created two bases, in Tirana, Italy and Dubai. Millions of euros of criminal activity have been invested in luxury and real estate in his name and those close to him, in order to escape possible legal action. In this structure, Erdit Tepelena turns out to be a derivative of Enea Mitri and one of the main pillars of the operation.
To camouflage the fraud, Tepelena and Mitri used several locations in Tirana and a network of companies in the name of the prestanomas. The formula is familiar from the Milton Group files: a company with a medical facade, a loyal administrator and an army of operators who sell fake investments to citizens in Italian, German and Spanish.
The main company is E&E Holding , with NIPT M11622028O, established on January 18, 2022. The administrator is Erdit Tepelena. The partners are Erdit Tepelena with 50% of the quotas and Enea Mitri with 50%. The company's object includes services, assistance and medical consultancy through video and audio communication and conversation with clients and patients for their various needs related to healthcare, provision of professional medical training through online platforms and sale of medical items and services through various sales channels. In the same object, the operation of call centers is quietly added, both domestically and abroad.
The sister company is DigiDoc Doctors Albania , with NIPT M21407036R, established on February 2, 2022, with headquarters at Bajram Curri Street, Property Unit 5/247-B2, Tirana. The administrator is M. Sulmina , a former doctor prosecuted by SPAK. The owner of 100% of the shares is Stiljano Tushi, known by the alias Jovan Prifti. The company's object is to provide medical consultancy through video and telephone conversations with clients, operate call centers, provide medical training via the internet, sell medical and other health care items through various sales channels, provide medical specialties for visits and consultations, as well as conduct surveys and studies with a focus on medicine and telemedicine services.
This is the classic formula for disguising fraudulent call center activity in Albania. The facade is telemedicine, a legitimate field not well known by tax authorities, with sophisticated terminology, while the real activity is international outbound calling. The sale of "online medical service packages" is vague enough to cover up any scheme, from investments in dubious stem cell treatments to healthcare packages that are in fact outright fraud schemes. The fact that the facility also includes recruitment and professional training is a telling element: operators are recruited en masse, trained with sales scripts in several languages, and rotated quickly to avoid detection.
But what makes Erdi Tepelena's case even more serious is the fact that his warm embrace comes from a family member's position in the judiciary. A silent guarantee that keeps this network intact, while all other call centers are being hit.
The group consists of names that the authorities have known for a long time. Enea Mitri, Erdit Tepelena, M. Karaj continue to remain a challenge for SPAK, a structure that is hitting call center cartels only with external encouragement. Meanwhile, millions of euros continue to circulate between Tirana and Dubai, invested in luxury and real estate in their names and those close to them.
It is impressive that in the operations of the last month, none of these companies has been affected, none of the partners has been arrested and no address has been checked. Information about this network has come from partner countries, with defrauded European citizens and open files. But in Albania, Enea Mitri, Erdit Tepelena and their structured criminal group remain unperturbed. SPAK is waiting for the next stimulus from abroad. /Pamphlet
