A 33-year-old from Devolli, arrested twice and listed by the State Police as a "person with a criminal record", has built a business empire on the systematic corruption of customs officers in Kapshtica and Tirana. Through a pyramid scheme in collaboration with the customs agency, Mario Maks Berberi imported Red Bull, Nivea, Milka and Coca-Cola from Greece duty-free, becoming a national problem for official distributors.
Owner of a 2 million euro warehouse in Kamëz and a company with a turnover of 90 million lekë per year, Berberi is living proof of how the Albanian customs system is turning smugglers into millionaires.
On July 26, 2018, the Korça Police arrested six people on the Bilisht-Korça axis, after two vehicles with energy drinks had passed the Kapshtica customs without any control. Three of the arrested were customs officers on duty: FG, KN and RM. The other three were civilians: drivers KM, R.Sh, and a 26-year-old from Devolli who the Police identified as the "orderer of this goods". His name was Mario Berberi .
Eight years later, Mario Berberi is no longer a modest suspect on a border road. He is a millionaire. His company, Berberi Company sh.pk, has a turnover of 85 million lek per year. It is located on the first kilometer of the Bilisht-Kapshticë road, on the same road where he was arrested. And he has recently become a partner in an energy project in Devoll, along with the most powerful families of the southeast.
To understand how a smuggler caught red-handed turned into an untouchable businessman, one must look at the scheme.
Filed by law enforcement agencies as part of the smuggling of goods, Mario Maks Berberi from Devolli has become a national concern after he corrupted the entire customs of Kapshtica. The mechanism was simple: he issued the products as products for export. On paper, the goods went abroad. In reality, they did not go anywhere beyond. They ended up in his warehouses. In this way, he avoided VAT, excise duty and any other customs duty. Customs officers turned a blind eye and stamped the documents as if the goods had been exported. No taxes, no excise duty, no VAT.
Ky ishte një operacion i vazhdueshëm, i cili e ktheu Berberin në një armik të hapur të distributoreve zyrtarë. Red Bull grek futej pa doganë dhe shitej me çmime që distributori shqiptar nuk mund t'i konkurronte. E njëjta gjë me Milka-n, Nivea dhe Coca-Cola. Distributori zyrtar i Red Bull në Shqipëri ka bërë denoncime të përsëritura dhe në disa episode ka arritur të bllokojë fizikisht mallin kontrabandë. Por mekanizmi nuk u çmontua kurrë.
Për të vënë në lëvizje këtë vëllim malli, Berberit i duhej infrastrukturë. Së fundmi ai ka ndërtuar një magazinë gjigande me vlerë 2 milionë euro, ku operon kompania Best Price shpk. Në letra, pronari i Best Price është Robert Kadriu. Në realitet, Kadriu është punonjës i Berberit, një prestanomë që mban pronësinë formale ndërsa pronari i vërtetë qëndron në hije.
Profili kriminal i Berberit nuk është ndërtuar nga media. Është konfirmuar nga vetë Policia e Shtetit.
Më 4 gusht 2019, një vit pas arrestimit për kontrabandë, Berberi u arrestua sërish në fshatin Liqenas të Pustecit. Sipas njoftimit zyrtar, ai u konfliktua "për motive të dobëta" me një banor të zonës dhe djalin e tij 15-vjeçar dhe i kanosi me pistoletë. Policia e arrestoi në Korçë dhe i gjeti armën me krëhër fishekësh, pa leje. Materialet u referuan për kanosje, vetëgjyqësi dhe mbajtje pa leje armësh.
Por fjalia vendimtare në atë njoftim është kjo: "Berberi është person me precedent penal, i arrestuar edhe më parë për disa vepra penale, mes tyre për kontrabandë mallrash."
Ky është konfirmim zyrtar. Policia e Shtetit e klasifikon Mario Berberin si "person me precedent penal" dhe thotë se ai është arrestuar për "disa" vepra penale, jo një.
I arrestuar dy herë. I klasifikuar nga Policia si "person me precedent penal". I skeduar nga agjencitë e zbatimit të ligjit si pjesë e kontrabandës së mallrave. Dhe pavarësisht gjithë kësaj, biznesi i tij nuk u ndal. Përkundrazi, shpërtheu.
Në vitin 2018, kur u arrestua për kontrabandë, kompania e Berberit kishte xhiro 8.7 milionë lekë. Në vitin 2019, viti i kanosjes me pistoletë, 13.1 milionë lekë. Në vitin 2020, në mes të pandemisë, 20.7 milionë. Pastaj erdhi viti 2022. Xhiroja u trefishua në 74.7 milionë lekë dhe fitimi shtatëfishohet nga 2.1 në 14.2 milionë lekë. Në vitin 2023, Berberi Company kapërceu 90 milionë lekë xhiro.
Një kompani transporti dhe tregtie në një bashki kufitare nuk i dhjetëfishon të ardhurat në pesë vjet pa një shpjegim. Shpjegimi është se rritja përkon me intensifikimin e kontrabandës dhe me formalizimin gradual të flukseve që më parë qarkullonin tërësisht në të zezë.
It is not known what stage of investigation these files are in, or whether some of them have been secretly closed. It is not known whether the tax administration has ever opened an audit to explain the tripling of turnover. It is not known why the General Directorate of Customs has not exercised full control over the customs declarations of Berberi Company. It is not known whether SPAK has a file on this network.
But it is known that Mario Berberi continues. With the warehouses in Kamëz, with the companies in Bilisht, with the prestanoma that holds the firm, and with new partners in the energy sector.
