Black hole in VAT finances: Eni Vasili requests additional 2 million Euros;
Eni Vasili, Director of VAT /

Why should the state investigate the maladministration and demands of the director who is seeking an increase in the television tax for a pro-government media outlet...

Eni Vasili, the director of the Albanian Radio and Television (RTSH), who was appointed to this position by order of the prime minister's family, has started her job with high expectations for the efficient administration of the RTSH budget. She promised staff restructuring, improved productivity and increased quality of programs. However, just four months after taking office, the director requested additional funding of 2 million Euros per year, bringing the RTSH budget to 8 million Euros, namely over 6 million Euros allocated by the government.

In addition to the additional fund, Vasili has also requested 100% financing of program expenses financed from the State Budget, expressing concern that millions of lek have not been collected from television and sports rights revenues. She has also requested an increase in the television tax, which is an additional burden on citizens.

Currently, RTSH has an annual fund of 28 million Euros, of which 6 million Euros are financed by the state and 22 million Euros come from revenues, of which 15 million Euros are collected from the television tax paid by citizens, businesses and institutions. With these millions of Euros, RTSH pays 1140 employees and covers administrative expenses. According to the report of the Supreme Audit Office (SAO), 60% of these expenses are involved in abuses and corruption, stealing millions of Euros.

Instead of asking for millions of additional Euros, Director Vasili should focus on reducing the number of employees. It is unreasonable for RTSH to have 1140 permanent employees and 115 external employees with honoraria for such a level of program quality. To illustrate this, the General Directorate of RTSH has 256 employees who are paid to "manage" and provide "ideas" for improving the state media, which in fact continue to broadcast biased and pro-government news.

Another example of mismanagement is the News Directorate, which has 157 employees, but mainly broadcasts news that only reflects the government's positions, based on raw information provided by ministries and other government institutions.

Director Eni Vasili has requested an increase in the television tax, but due to the low level of programs and the partisan stance that RTSH maintains, this tax should no longer be collected. There must be transparency about how the 15 million Euros that citizens have given each year for public service have been spent.

Eni Vasili has warned that she will demand a full audit of the structure and finances of RTSH to understand where public funds have ended up. But whether she will have the opportunity to file a complaint with SPAK remains to be seen, as RTSH's financial audits have been conducted for more than 20 years and many thefts worth millions of Euros have been hidden, which were only discovered by the KLSH./ Pamphlet
