A suspected fraud ring operating from a building near Don Bosco in Tirana is targeting British consumers in need of urgent plumbing help: a burst toilet, a burning cable, a shower that is filling with dirty water. When the victim searches for help on Google, they find themselves faced with... 'ALO PRONTO', a company that appears local, but actually operates hundreds of miles away, in Albania.
The pamphlet has analyzed a detailed complaint received through our secure communication platform, and verified significant parts of it through open sources, business records, and public facts. What is revealed is a well-structured scheme, with concrete names, registered companies, and a digital network that erases the traces but not the consequences.
The denunciation that raised the alarm: "I saw it with my own eyes"
A citizen who has lived in the United Kingdom for years writes to our editorial team:
"I have witnessed the criminal activity of Ylli Ujka and the structures run by Çesk Ivanaj. They function as marketing agencies or call centers, but in fact they are fraudulent companies operating as British businesses. They used to be called Alo Pronto. Now they are hiding behind new names. They operated from an office tower run by a fraudster named Valentin Stojani. I spoke to a British plumber who was invited to this building. They promised him cocaine, women and a lot of suspiciously paid work."
“They now steal the Google profiles of honest businesses and use them to get emergency clients. Then, they sell the ‘jobs’ to craftsmen, who charge outrageous prices. The entire scheme is managed from Albania. They now operate as Radar Media Group. Cesk Ivanaj’s name appears on all the documents. He is also in business with Ylli Ujka in the waste cleaning sector.”

What the Pamphlet has verified
ALO PRONTO SRL is a company registered in Albania. Its legal entity is linked to a parent company in Italy, ALO PRONTO SRL, where the official representative is Çesk Ivanaj, according to the Italian company registry data.

Në Trustpilot dhe forume të tjera britanike, qytetarët e mashtruar nga kjo skemë raportojnë të njëjtin model mashtrimi: pagesa të fryra, mungesë faturash, zvarritje shërbimi, refuzim përgjegjësie. “Një skemë me pamje zyrtare që të vjedh pa të lënë as mundësi ankimimi,” thuhet në një koment.
1001 Solutions SHPK është një kompani e regjistruar më 1 shkurt 2024 në Shqipëri, me Erjola Jata si pronare e vetme. Në të njëjtën dosje në QKB, kjo kompani figuron si pronare e “Radar Media Group”, një emër që përkon me një kompani legjitime në Britani të Madhe që merret me teknologji në ndërtim.
Pamfleti ka verifikuar që emrat "Radar Media Group" dhe “ALO PRONTO” figurojnë në të njëjtat dokumente, dhe janë të lidhura me të njëjtin rreth njerëzish që sipas denoncimit, përdorin ndërtesa në zonën e Don Boskos në Tiranë për të operuar këto skema nga call center që prezantohen si kompani marketingu.
Pjesët që ende kërkojnë hetim të thelluar
Ylli Ujka: Emri i tij nuk rezulton në ndonjë kompani të regjistruar në Britani të Madhe, nuk ka dosje publike për mashtrim dhe as ndonjë lidhje direkte në Companies House. Përmendja e tij në këtë rrjet mbetet pjesë e denoncimit, jo e dokumentuar nga autoritetet. Ujka është ortak i Cesk Ivanaj.

Nuk ka prova që e lidhin direkt me rrjetin mashtrues, por sipas burimit, ai shfaqet si “fytyra e dukshme” e një ekosistemi ku ndërthuren trajnimi, marketingu dhe fitimi i shpejtë në të njëjtin sektor.
Skema e zbuluar nuk është një mashtrim i rastësishëm. Ajo ndjek modelin e “fraud at industrial scale”, një term i përdorur nga autoritetet britanike për rrjete që grumbullojnë porosi për shërbime në Google, dhe i shesin te persona që shpesh nuk kanë as licensa, as përgjegjësi ligjore.
Sipas një rasti të ndjekur nga National Trading Standards në 2020, një rrjet i tillë kishte përfituar mbi 1 milion paund, duke përdorur faqe interneti të rreme, numra telefoni lokalë, dhe premtime për “zgjidhje të shpejtë”. Klientët ishin zakonisht të moshuar, ose persona në gjendje emergjente.
Ky është modeli i ri i mashtrimit ndërkombëtar: me kompani të regjistruara, profile të manipuluara në Google, rrjete sociale që e reklamojnë, dhe shërbime që duken “profesionale”. Ajo që ndodh pas ekranit është ndryshe.
