In recent days, Gjergj Luca released a video in which he appears as a prophet of honesty in the Albanian business world. With a reprimanding tone, a frowning face and direct language, he attacked his fellow businessmen as greedy, as people who never dedicate themselves to a single craft, who stick their noses in every sector and build everywhere at every opportunity they are given. “Don’t stick your noses everywhere, do one thing and do it well,” says Luca, selling the image of a devout businessman who has remained loyal only to fish and agrotourism.
But we all know that this is a false role. An actor who knows how to recite with emotion, but who lives by lies because the reality is completely different: Gjergj Luca is today one of the biggest beneficiaries of state property in Albania, with an empire that extends from state reserves to military departments, from industrial plants to solar energy; a sector he has recently entered.
At the beginning of this year, the company 'Rozafa' submitted a formal application to the Ministry of Infrastructure and Energy for the construction of a photovoltaic park with a capacity of 40 MW in the village of Shmil, Elbasan. This project, which is currently under review, is not simply an expansion of activity, it is concrete evidence that Gjergj Luca is also entering the most strategic sector of the coming decade: energy. He is not doing this with technical experience or innovation, but with the same formula that he has followed for years: through lands taken from the state with a Council of Ministers' Decree, through lease contracts for 1 euro, through a silent enrichment structure that is built on public assets and political connections.
The full analysis of the decisions of the Council of Ministers shows that through the ROZAFA company alone, Gjergj Luca has received a total of 149,265.4 square meters of state property, consisting of former military departments, state reserves and industrial assets.
VKM no. 873/2015 – gives 52,613 m² in Labinot, from state reserve assets.
VKM no. 266/2017 – gives the remaining part of the buildings in the same state complex.
VKM no. 526/2019 – gives the former military department in Çekrez, Gramsh (28,960 m²), for 20 years.
VKM no. 701/2019 – gives the former mining park in Përrenjas (10,287 m²), for 20 years.
VKM no. 394/2022 – gives the buildings of the former Sugar Factory in Maliq.
VKM no. 376/2023 – privatizes the military property in Gramsh at a ridiculous fee of 1 euro.
But another ambitious plan is that of the solar park in Shmil. Although it has not yet been approved, if it receives permission for construction and use, this park will require an area of about 400,000 m² (40 hectares) of land, which would immediately triple the total land that it has benefited from the state so far. This is not a simple expansion of the ROZAFA company but a complete transition from an oligarch of the fish market, to an important actor of the national energy. And to think that he does this, while in public he insults others as “gobsha who want everything” .
This is the crudest paradox of public discourse today: the man who points the finger at others, accusing them of gluttony and lack of commitment, is actually the most aggressive representative of the capture of everything that is public.
Gjergj Luca is not a man of one trade. He is a figure who moves between the role of actor, government favorite, beneficiary of public assets and now; the contender to control the strategic sectors of the future, solar energy. And while he appears as an example of honesty, behind him are 1-euro contracts, VKM sewn with his name, state properties pocketed and a propaganda apparatus that serves to silence any criticism. This is no longer a market economy but an economic monarchy under construction.
Luca no longer only controls the fish, but for years he has been poking his nose everywhere, and as they say in low voices even in the corridors of power, Luca has entered parts not only of business and public land, but also of "white people's children". And this makes him more untouchable than any VKM. /Pamphlet
