The Vetting Commission has decided to dismiss from office the judge of Tropoja, Sami Ujkashi, known as the soldier of the corrupt interests of the oligarch Bashkim Ulaj, in the destructive business of Valbona.
The decision to dismiss Ujkashi will be formally announced on Friday, July 28. Ujkashi's file was presented to the Veting Commission yesterday.
The judge was not present. Ujkashi avoided facing Veting for several months with false medical reports.
As for the findings from the investigation, there were no surprises. The judge did not pass any of the three criteria: wealth, figure and professionalism.
In the stunts to clean the money that he allegedly created from the affairs with court cases, Sami Ujkashi managed to give his father money with usury, specifically 80 thousand euros, with 7% interest.
Soldier of the Commonwealth of Nations
Sami Ujkashi is part of the circle of judges recruited by Bashkim Ulaj to protect his corrupt interests, robbery of assets and public money.
Judge Ujkashi appears in the case of the oligarch Bashkim Ulaj's efforts to build two HPPs at any cost and concrete the Valbona Valley National Park, one of Albania's natural pearls, for private interests.
The Administrative Court of Appeal had decided to stop the construction works for the Valbona hydropower plants as a "lawsuit insurance measure", until the case is settled on merits.
It was about the Dragobia and Cerem hydropower plants in the Valbona Valley National Park in Tropoja, of the company "GENER 2", owned by businessman Bashkim Ulaj.
But, at the beginning of 2018, judge Sami Ujkashi ordered the blocking of the execution of the decision of the Court of Appeal arguing that the concession company has "quietly" received a new construction permit from the government.
It was an unprecedented case of a first-instance judge blocking the implementation of an Appeal decision.
It took a long court battle and a Supreme Court decision in 2021 to block the works and suspend the contract for the Bashkim Ulaj hydropower plants in Valbona.
This scandal was in the file of Vetingu.
"The subject has disposed of the lawsuit insurance, when in fact there was no lawsuit. The subject's decision-making is detrimental to the public interest and under the conditions of a disciplinary violation", the file states.
Under disciplinary investigation
In addition to Veting, there is also a disciplinary investigation against Ujakshi by the ILD as he obstructed extraditions and reduced the sentences of prisoners, always under the suspicion of bribery.
According to the data, the disciplinary investigation was based on a decision to reduce the sentence and release in violation of the law for a person who was sentenced to 15 years in prison.
At the same time, the case in question will also be judged for non-implementation of the legislation in two extradition episodes, which have brought about the failure of the procedure in Albania.
Ujkashi was suspended from office in 2011 due to affairs, but returned to work in 2014, following the avaz./Prapaskena
