1. By bombing Ahmetaj as the "head" of the landfills, Albanians and internationals are convinced that Edi Rama has nothing to do with this affair and has not benefited from it.
2. In a secret agreement, Edi Rama creates for SPAK, the possibility and ease of public justification, not to go up to him and not to touch Agaçi, Balluk, Lali Erin and Pelesh, being content only with the order for the handcuffing of Arben Ahmetaj, which he is presenting as the highest state level where corruption with landfills has reached.
But the operation of the government has a rule line of standard legal actions, that every large central investment procedure is ordered by the prime minister and ultimately controlled and approved only by him, as a constitutionally and administratively responsible person.
The fact that Babloku said that he signed the documents "Fap and Fap" is proof that through the legal office, the approval of his hand passed 17 decisions within 1 day for the Tirana landfill and the 8% bonus given to Klodian Zoto 6 months before he created the landfill company.

Ndërsa për Arben Ahmetajn, SPAK ka akuza për raporte personale me Zoton e Mërtirin dhe dyshime të turbullta se ka përfituar pasuri prej tyre, duke e paraqitur si koka e landfilleve, ndërsa te Edi Rama, Agaçi, Peleshi, Balluku, Klosi e të tjerë që kanë firmosur, nuk po troket.
Madje, edhe Zoto e Mërtiri, me mediat e financuara prej tyre, kanë dalë hapur si pjesë e regjisë së Ramës, për ta kufizuar e mbyllur aferën e landfilleve vetëm te emri i Arben Ahmetajt, me qëllim që SPAK-u të ndalojë deri te Ahmetaj e të mos prek Bablokun, Agaçin e të tjerë.
