The case of Ilir Beqaj seems to be a test for the Special Prosecutor's Office. The former minister has been fighting with justice for several years and has managed to be out of jail. SPAK initially removed him to the sterilization concession, but was forced to reinvestigate him after the court's request. In the end, he was forced to appear, not putting him in a cell, even though he is the head of the affair.
Thanks to the persistence of the court, SPAK is being forced to take steps it has not taken. One of the suggestions was to do the property verification of Ilir Beqaj, and SPAK seems to have done it. On the official website, SPAK has published the register of requests and responses, and a citizen has requested information on the implementation of the court's request, which requires cooperation with the ILDKP for the property investigation of Beqaj and Klodian Rrjepajt. SPAK itself admits that it has done a financial verification for Beqaj.
" Within the full and comprehensive investigation of this criminal proceeding by SPAK, verifications and financial investigations were carried out for many people, including citizens IB and K. Rr. The financial/property investigation is carried out by the Special Prosecutor's Office itself and not by the ILDKPI, which is only one of many institutions where data can be requested. ILDKPI only has data regarding the annual declarations of the subjects of law no. 9049 dated 10.4.2003 "On the declaration and control of the assets, financial obligations of elected officials and some public servants" , says SPAK.
In another response, SPAK has confirmed that Ilir Beqaj is also being investigated for the Check-Up affair. Although the prosecutors of the file amnestied him for "Sterilization", "Check-up" is investigated by someone else and maybe Beqaj will not have the same fate.
" The Special Prosecutor's Office against Corruption and Organized Crime has registered criminal proceedings no. 122 of 2020 with the object of investigation of the public-private concession granting procedure "For the Pact of Basic Medical Control Services for the 40-65 Age Group (amended on late age group in 35-70 years old), otherwise known as "Check Up - i".
