This remuneration freeze has been set for the entire administration and state employees, but the Minister of Education, Ogerta Manstirliu, because she has a confidential relationship with the Prime Minister, has ignored this government decision.
According to the information available to "Pamphlet", on December 20, 2023, or one week after the government's decision to block the bonuses, Minister Manastirliu issued an Internal Order to give bonuses only to officials of the Ministry of Education.
With this order, the minister herself, the general secretary, the deputy ministers, the directors of the directorates, which in total are 134 officials of the Ministry of Education, will receive 1 monthly salary as a bonus within the month of December 2023.

On December 22, Minister Ogerta Manstirliu received the approval from the Minister of Finance, Ervin Mete, that the officials of the Ministry of Education, the reward will be given from the special fund.
However, the use of the special fund of the Ministry of Education for administration rewards was prohibited on December 13, 2023 with Decision No. 728 of the government.
While the State Treasury, which controls the legality of payments, it is not known whether it will implement the government's decision, or the illegal orders of the Minister of Education, Ogerta Manastirliu and the Minister of Finance, Ervin Mete.
