On September 15, 2023, the Director of the State Police, Muhamet Rrumbullaku, dismissed the Chief of the Delvina Police Station, Armando Zoga, appointing him an inspector at the police school; which means, leaving the field of a capable and correct leader, and locking him in the classrooms.
Rrumbullaku dismissed him, instead of honoring him with a certificate of success, honesty and dedication in establishing public order and the fight against crime, as the first head of the police station in Delvina in the last 25 years, who within 6 months took the "strong" and area, drug growers, illegal builders, party and state leaders and their families.
For the dismissal of chief police officer Armando Zoga who enforced the law, the leaders of the party and the local government and their thugs rejoiced, until 2023 when he was appointed head of the police station; they used the territory of the Delvina district as a private fiefdom and a terror zone for citizens and businesses.
But his dismissal also "smells" of bargaining with the mafias of the concessionaire company "Delvina Gas Company", which, with its activity outside the technical conditions and without an environmental permit, is poisoning the area with the oil wells it uses, endangering the lives of the residents.
In the reports of the State Police, the management work of Delvina's chief police officer, Armando Zoga, in the 6 months since he left the chief, there are indications of a change in the situation of anti-crime order in that municipality and district:
- All the vehicles in the area have been checked for legality, technicality and ownership, and 8 minors have been prosecuted for using cars, taking away their driving licenses from their parents, party leaders and institutions in the Delvina municipality and local directorates.
- 6 illegal constructions in the city and district of Delvina, 5 built by party and local government leaders and their families, were blocked and prosecuted.
-Administrative penalties were given and the parking of vehicles on the sidewalks and their circulation and parking in the pedestrian area of the city of Delvina was prohibited.
- For the first time in the 6-month administration by commissioner Armando Zoga, in Delvina of "Eskobari" Klement Balili and 17 other gangs of this district, no cases of drug cultivation have been found, while at the doors of schools and bars, there have been no no one "brave" dared to sell drugs.
- In 16 years of activity of PPP "Delvina Gas Company", police chief Armand Zoga, is the first police chief of Delvina, who has intervened to stop its illegal and criminal activity, with consequences for the health of residents, water poisoning, destruction property, agriculture and livestock.
He has been so persistent against the environmental and financial crime committed by the concessionaire firm "Delvina Gas Company", that the administrator Kastriot Bejtja, through Icelandic and Russian offshore bosses, has intervened as far as Babloku, Balluku and Bledar Çuci, so that the police do not implement the law.
If the minister Taulant Balla did not intervene, then he should verify the procedure and the motive used by Muhamet Rrumbullaku, for the dismissal of the chief police officer of Delvina, immediately after he stopped the drug parcels, arrested the "strong ones", the "cubs" leading local government and criminal businesses./ Pamphlet
