Based on this situation, the European Central Bank has established specific rules for Raiffeisen Banka and UniCredit, which operate in Russia.
According to "Reuters", the ECB has ordered that banks transfer a part of their capital as a reserve, since according to the European Bank, they operate in an unsafe country. Raiffeisen also faces demands from the ECB for an increase in capital levels due to exposure to risky commercial loans, one of the sources said.
Almost three years after the Russian invasion of Ukraine, Raiffeisen Bank International and UniCredit have been slow to withdraw their activities, fueling tensions with the ECB.
Raiffeisen and UniCredit are able to carry out transactions outside Russia, while domestic Russian banks are excluded from the international payment network.
The ECB earlier this year ordered both banks to stop international transactions, or face fines.
In May, Washington threatened to cut off the Austrian bank from accessing dollars over a deal it planned, which the US said was linked to one of Russia's oligarchs.
